Introduction
• Monitoring and Reporting is requirement of
UIIDP
• Monthly, quarterly and annual reports are not
prepared separately for social safeguards
• ULGs social Development officers and
coordinators did not have adequate data
and information on:
– livelihood restoration of project affected people
and
– measures take as per RAP.
Objectives
• To give attention to social safeguard monitoring
and reporting in UIIDP
• To institutionalize social safeguard monitoring
in UIIDP
• To enhance the quality of RAP planning and
implementation
• To show focus areas of social safeguarding
monitoring
• To show that RAP monitoring should be
adequately and regularly conducted by
responsible entities at all level UIIDP

Relevance Of M &E
• Provides information on mitigation measures taken for identified
the environmental and social impacts of the project.
• Checking the implementation of legal frameworks, ESMSG and RSG
• Checking the implementation plans ( ESMP and RAP)
• Assessing the effectiveness of RAP implementation
– the physical progress of resettlement and rehabilitation activities,
– Payment of compensation,
– the effectiveness of public consultation
– Understand the status Project affected persons
– Grievance redressing
– the sustainability of income restoration and development efforts
among affected communities

• Motoring and evaluation are conducted on the basis of


implementation ladders, accountability, timeframe and report
submission.
• Monitor the environmental and social performance of the project
in accordance with the requirements of UIIDP PAD , POM , M & E ,
ESMSG and RSG

RAP Implementation Monitoring Framework
1. Verify internal RAP implementation reports by a field check of
the following:
– Payment of compensation including its levels and timing
– Settlement of land/resource access claims
– Preparation and adequacy of resettlement sites
– Housing construction
– Provision of employment, its adequacy and income levels
– Adequacy of training and other developmental inputs
– Rehabilitation of vulnerable groups
– Urban utilities repair, relocation or replacement
– Enterprise relocation, compensation and its adequacy
– Transition allowances

• interviewing persons who have resolved and unresolved grievances
9. Survey the standards of living of the affected people
• before and after implementation of resettlement
• to assess standards of living of the affected people have improved or been
maintained or worsen

• Performance monitoring reports should be prepared at regular


intervals :

• Periodic reports include the status of all projects in annual
CIP
• Data collected in consideration of supervision (templates)

ULGs have to arrange and document evidences in folders and
files in the following ways.
Folder /file box #1 : Safeguard management System
– A letter of appointment or assignment of focal person signed by
City Mayor and copied to the City Manager and host office of the
staff
– Minutes of meeting of city council for endorsing city level ESMSG
and RSG documents
– Letter written from the city council to the city administration
and municipality to implement the endorsed and Stamped
safeguards guidelines
• Environmental and Social Management system (ESMSG )
• Resettlement System Guideline (RSG)
