Assignment Title; - technical assistance of road design
and construction for Yabello- konso Road
Background of the project
 The Konso – Yabelo road project starts at about 1.5 km away from
Konso town and heads southeast to reach Yabelo town located in the
Oromia Regional State.
 The total length of the project is 107 km.
 The project will be carried out with the cost of about 6 million U.S.
dollars and is expected to be completed within 42 months.
 The Road Project aims to improve the country's road network both
quantitatively and qualitatively.
Background of the project

• In the past, the design practice was to minimize the initial investment
in the road structure with no concern for the pavement life-cycle
costs.
• When formulating new pavement structural design standards, it
would be inappropriate to implement projects based on the norms
that only minimum initial investment costs.
• To facilitate this, change attitude the road standards and orienteered
economies of CIS countries should be ready to reflect modern
concepts proven to be successful in highway engineering standards
and methodologies of many countries worldwide.
Objective the project
 
The main objective of the Regional Technical Assistance is to produce
road design and construction standards that are responsive to the
needs of market-oriented economies, enable the introduction of
performance-based specifications,
and encourage the age transfer of productivity-enhancing technology
in Ethiopia.
Scope the project

• The road cover Oromia region and the southern region of the country.
The scope of the work will include
• The scope of the work will include
• (i) a review of the present road design standard.
• (ii) establishment of new road design and construction standards
improving construction quality, cost-effectiveness, and road safety; and
minimizing any adverse environmental effects.
• (iii) conducting a seminar after the preparation of the draft final report
to assist the officials of countries in full understanding and help adopt
the revised standards; and
Cost Estimates and Financing Plan

• The total cost of the Regional Technical Assistance is estimated at


about 6 million use dollar equivalent.
• The amount of 5 million dollars will be financed by the Bank on a
grant basis and the remaining cost of 1 million dollars equivalent in
kind will be provided by the Department of Roads detailed cost
estimates.
Implementation process and action plan

A) At National Level:

B) At Regional and Zonal Levels:
• The Oromia Regional State and Southern Nations, Nationalities, and
Peoples’ Regional state and Zonal Administration

Application of Policies, Legal and Institutional Framework in the Context of the
Project

• The activities under the Regional Technical Assistance will be carried


out with the help of international consultants.
• The standard specifications will help in preparing a project
specification.
• The Technical Assistance will be implemented over a seven-month
period, taking account of the need for the governments and the Bank
to review progress at key issues.

• The consultants will prepare reports on the basis of `data gathered
during fieldwork. The reports will comprise:-
• (i) an inception report within one year of the commencement of the
Regional Technical Assistance
• (ii) a working paper after three months,
• (iii) the draft final report and draft road design and construction
standards at the end of the sixth month, and
• (iv) the final report and road design and construction standards
incorporating all relevant revisions within six months after receiving
comments from the governments and the Bank.

• Teciju Civil Engineering Group, a Chinese firm, is awarded a 1.2 Billion Birr road
construction project by the Ethiopian Roads Authority (ERA) for the Konso-Yabelo
road project. 107 Kilometers of the road which connects Konso and Yabello will be
upgraded.
• the recommendations of the seminar will provide valuable input in finalizing the final
design and construction standards the new road design and construction standards
will be published in Ethiopia will include, among others
 an array of road profiles and sections to be generated by an accepted graphic
computer output, and
 design sketches for each selected road classification and section. Along with the hard
copies, the consultants will make computer diskettes that can be used for desktop
publishing in a commonly used format available to the governments and the Bank.
Closure of the project
• The contract was concluded between Ethiopian Roads Authority(ERA)
and Teciju Zaid Wol/Gabrieliel, Director General, ERA, and Cai
Xiaobin, Teciju General Manager.
• The project completed after 42 months,(September 21, 2014 )
