ICT-for-development is to make use of this ongoing


transformation by actively using the enabling technology to
improve the living conditions of societies and segments of
society. It has great potential to bring in the desired social
transformations by enhancing access to people, services,
information and other technologies. ICT applications can
enhance poor people's opportunities by improving their
access to markets, health, and education.

New ICT

The advent of new age Information and Communication


Technologies (ICTs), especially, personal computers, the
Internet and mobile telephone during the last two decades
has provided a much wider choice in collection, storage,
processing, transmission and presentation of information in
multiple formats to meet the diverse requirement and skills
of people.

Enhance rural access:

• Ensure low prices for broadband internet in rural areas


• Foster combined public-private efforts and cost sharing
arrangements to ensure sustainability of rural information
centers
• Foster awareness-raising and capacity-building of rural
communities to use and maintain ICT.
 Support technical innovations for rural connectivity, such
as wireless broadband connections or solar powered systems

ICTs and rural development –Indian experience-

IT together with Communication Technologies has brought


about unprecedented changes in the way people
communicate; conduct business, pleasure and social
interaction. The evolution of new forms of technologies and
imaginative forms of applications of the new and older
technologies makes the lives of the people better and more
comfortable in several ways. With the advent of ICT, it has
become possible for the common man to access global
information.

ICT sector statistics in India –
current status

 Information and Communication Technology can be


broadly viewed under two sectors, Information Technology
and Communication. The Indian software and services
exports including ITeS-BPO exports is estimated at US $
49.7 billion in 2009-10, as compared to US $ 47.1 billion in
2008-09, an increase of 5.5 per cent.

Mobile subscribers in India

In India the total number of mobile phone subscriptions


reached 851.70 million in June 2011 among which 289.57
million came from rural areas with higher percentage of
increase than urban.

Core indicators on ICT infrastructure and access

The Basic Core Indicators identified under the four


categories viz.(a) Infrastructure and Access (b) Access to and
use of ICT by households & Individuals (c) Use of ICT by
businesses (d) ICT sector and Trade in ICT goods. Core
indicators on use of ICT by businesses the usage of
computers in rural areas has increased from 59% in 2005-06
to 67% in 2007-08 whereas in urban areas it has increased
from 70% in 2005-06 to 78% in 2007-08.

Challenges

poor infrastructural support base; inefficient electricity and


telephone systems;  
lack of support from the government leading to underfunding of
science and technology programmes in tertiary institutions;  
illiteracy and lack of basic computing skills; these two points are
closely related where government is apathetic to the need for
ICTs, the educational institutions will not be provided with
adequate funds to acquire and teach these technologies;

ICT applications in agricultural e-content and e-service
development
ICT applications in food and agricultural marketing and
market development

conclusion
ICT can contribute to poverty reduction, if it is tailored to
the needs of the poor and if it is used in the right way for
right purposes and complemented with required reforms.
Proper training and implementation of ICT programmes in
simple way and language which is easily understandable by
the rural people can surely bring about revolution in rural
development.
