Session 2

The document provides guidance on setting targets for an organization by outlining a 4-step process: 1. Adopt a vision, mission, and values and develop measurable objectives aligned with them. Objectives should specify outcomes for access, quality, and governance. 2. Formulate key result areas (KRAs), which are qualitative descriptions of desired outputs aligned with objectives. 3. Convert KRAs into quantitative performance indicators (PIs) with annual incremental targets to measure progress. 4. Match KRAs to specific PIs in a table with baselines and 5-year targets to institutionalize transparent school governance.

Session 2: Target Setting

“ Begin with the end in mind”

Note: In the context of DepEd, Key Result Areas (KRAs) are actually Performance Indicators
Part 1 VMV-OKRAPI or the 1st Sequence
(Top –Bottom) Right Planning

• Step 1: Adopt One DepEd Vision, Mission and Core Values

• Step 2: Develop Objectives or Measurable End Results
What are objectives?
“ Objectives are strategic goal statements that are
consistent or aligned with the vision and mission statements. These
are broad statements of what the organization hopes to achieve .
Objectives are also called outcomes. ( Dr. Eduardo A. Morato Jr.)
What are the key characteristics of
objectives?

• Objectives should be measurable

• Objectives should set the parameters of performance for the division.
• Objectives should specify the performance outcomes or indicators
that the organization wants to achieve .

Note: When setting the objectives, translating DepEd’s thematic areas

of Access, Quality, ang Governance into measurable end results or
outcomes should be the primary consideration of the division.
What focal points must the planning Team consider
when developing or reviewing objectives?

• DepEd’s three thematic areas of performance outcomes

1. Access means that all school age children in the community are able
to complete basic education.
2. Quality means that every child is learning with mastery and is able
to imbibe the core values of “ maka Diyos”,” maka tao”, “
makakalikasan” at “ makabansa”.
3. Governance means shared responsibility of all stakeholders in the
school and community to provide quality education to all children.
3 Goals of SDO Tanjay in the 2017-2022 DEDP

Goal 1: Access to Basic Education Ensured ( Reach)

Goal 2: Strengthen Quality Basic Education ( Responsiveness, Ratings,
Returns)
Goal 3: Improved Governance of Basic Education ( Revenues,
Recognition)
Workshop 1: Developing Objectives
Allotted time: 30 minutes

• G 1.1 Strengthened the capacity of schools to retain learners in schools

• G 2.1 Improved teachers’ capacity in teaching the subjects in the

elementary and secondary level
• G 2.2 Improved the skills of teachers in teaching reading

• G.3.1 Institutionalized transparent and participative school governance

in all public schools
Step 3: Formulate Key Result Areas
What are Key Result Areas?

Objectives must be clarified further by identifying the key result areas (

KRAs), which are qualitative descriptions of desired outputs, outcomes,
or end results. They are proofs of accomplishment. For each objective,
there can be one or several KRAs.

Note: The KRAs must be aligned with DepEd’s thematic areas of Access,
Quality, Governance
Workshop 2: Formulating Key Result Areas
(30 mins)
Objectives Key Result Areas (KRAs)
Strengthened the capacity of schools to retain Strengthen the monitoring mechanism in the No
learners in schools Collection Policy, Child Friendly School System and Anti
Bullying Act in the 102 schools.
Improved teachers’ capacity in teaching the Improved teachers’ capacity in teaching the
subjects in the elementary and secondary level competencies in the different learning areas especially
the least mastered competencies to ___ focused schools

Strengthen the capacity of teachers to conduct action

research on the hard to teach competencies in the areas
of English, Mathematics and Science to __ focused
schools

Institutionalized transparent and participative Improved Level of SBM Practice

school governance in all public schools
Step 4: Convert Key Result Areas into
Performance Indicators
• What are performance indicators?
KRAs are converted into numerical performance indicators (PIs).
PIs are the quantification of the KRAs for a specific planning period.
The Pis can change from year to year, usually becoming more
challenging as the yeas progress. PIs are the precise measures o the
end results.
What are the key characteristics of
Performance Indicators ?

• PIs translate KRAs in quantitative terms.

• PIs describe numerically the desired outputs, outcomes, or end results
• As quantitative targets, PIs are measurable.
How to identify and write PIs per KRA ?
• Consider past performance targets and review how success was
measured.
• Check if the PIs adequately quantify each KRA
• Write the Pis that correspond to each KRA.
• Determine and write down the annual incremental targets of each PI.
Workshop 3A: Writing the PIs per KRA
