- is a process that focuses on improving the knowledge,


skills, abilities, and talents of an organization's employees.It
involves the integrated use of training, organization, and career
development efforts to enhance individual, group, and
organizational effectiveness.

According to UNESCO, HRD is "the process of


increasing the knowledge, the skills, and the capacities of all
the people in a society. It refers to the vast field of training
and development provided by organizations to increase the
knowledge, skills, education, and abilities of their employees.

Richard Swanson, it is “a process for developing and


unleashing human expertise through training and
development and organization development for the purpose
of improving performance.
HRD concern is global, encompassing the entire population
and developmental dimensions such as;

• Employment-labor market situation


• Science and technology
• Training and skills development
• Income and productivity
• Food, health, and nutrition
• Social welfare and social mobility
• Population planning
• Housing
• Ecology
• Environment
• The focus of HRD is to benefit from the fruits of
economic development by developing human
resources.

• All other sectors have to focus on the welfare and


development of humanity.
HUMAN DEVELOPMENT

- Human development is defined as the process of enlarging people’s


freedoms and opportunities and improving their well-being. It is about the real
freedom ordinary people have to decide who to be, what to do, and how to
live.

- defined in terms of essentials “for people to lead a long and healthy life to
acquire knowledge and to have access to resources needed for a decent
standard of living”
