TP Western Odisha Distribution Limited (TPWODL)
• TP Western Odisha Distribution Limited (TPWODL) is a joint venture between Tata Power and
Government of Odisha with the majority stake being held by The Tata Power Company Limited (51%).

• The Discom TPWODL serves a population of 88 lacs with a Customer Base of more than 21 lacs. It has a
vast Distribution Area in Western part of Odisha covering 48,373 sq. km across nine revenue districts of
Odisha such as Bargarh, Balangir, Deogarh, Jharsuguda Kalahandi, Nuapada, Sambalpur Sonepur and
Sundergarh.

• TPWODL receives electrical power at a sub transmission voltage of 33KV from Odisha Power Transmission Company
Limited’s (OPTCL) 220/132/33 kV (high voltage) Grid Substations and then distributes the power at 33KV / 11KV /
440V / 230V(low voltage) depending on the demand of the consumers.

• For making reliable power supply, along with prompt service to its consumers, this power distribution
company in Odisha has divided its area of power distribution into 5 Circles and 17 Divisions as under: -

Balangir Circle consisting of Balangir, Titilagarh, Sonepur Divisions.


Sambalpur Circle consisting of Sambalpur, Sambalpur (East), Jharsuguda,
Brajrajnagar and Deogarh Electrical Divisions
Bargarh Circle consisting of Bargarh & Bargarh West Electrical Divisions
Rourkela Circle consisting of Rourkela, Rourkela Sadar, Rajgangpur & Sundargarh Electrical Division.
Kalahandi Circle consisting of Kalahandi East, Kalahandi West and Nuapada Electrical Division

OBSERVATIONS:-
 OCR based billing should be improved. (Explain why?)
 So some time we have to cross check the metre reader.
 Enforcement lead is quite good in balangir circle ie.(nearly 50% of whole
TPWODL leads)
 More focus should on ATC losses reduction.
STEPS TO BE TAKEN FOR IMPROVEMENT
OF BILLING EFFICIENCY
• Enhancement of billing coverage area.
• Bill to unbilled consumer.
• By completion of MANTHAN SURVEY(never paid consumer).
• Ghost consumer Bill should be stop .
• Electromechanical metre should be replaced.
• New service connection( NSC) to be regularized.
• Provisional billing to be converted into Actual billing by help of AOT, MMG group and Back office.
• Average billing to be converted into Actual billing through MMG group and Backend team.
• Low consumption Analysis should be checked monthly .( by checking no of AC,geyser,etc using clamp
metre)
• Street light billing to be improved.
• Irrigational billing to be improved in local area
• LT Arreal Bunch (AB) cable to be coverd over conductor.

Documents for New Service Connection
• Application forms for new connection must be accompanied with a photograph of the applicant, Identity proof of the applicant
(Aadhar Card, voter ID card, Driving License, Ration card along with any document showing photo identity or PAN card).

• proof of applicant's ownership or Property paper over the premises for which new connection is being sought (Copy of sale deed,
lease deed or Record of Right, Registered valid General Power of Attorney, Municipal tax receipt or Demand notice or any other
related document establishing ownership/occupation of premises ,

• An applicant who is not an owner but an occupier of the premises shall, along with any one of the documents listed at (a) to (d) above,
also furnish a No Objection Certificate from owner of the premises.

• if the applicant is a company, trust, educational institution, government department etc., the application form shall be signed by a
competent authority (e.g. Branch Manager, Principal, Executive Engineer, etc.) along with a relevant resolution/ authority letter of the
institution concerned.

• Copy of the Approved Building/ Site plan from local bodies/ Development Authorities like BDA / CDA/ Panchayat office etc.

• An applicant, who is not the owner of the premises occupied by him, shall execute an indemnity bond, indemnifying the
licensee/supplier against any damages payable on account of any dispute arising out of supply of power to the premises.

• Any application for new service connection shall be accompanied by an undertaking through affidavit that, the applicant has no
outstanding dues payable to the present distribution licensee/supplier or any other distribution licensee/supplier within the state of
Odisha as specified in Form 1 & 2.
• Treasury challan of Rs 30/- in case of Dom applicants and Rs 75/- in case of GPS or P.I applicants.
STEPS TO BE FOLLOWED BEFORE APPLYING FOR
POWER SUPPLY
before applying for power supply applicant have to take care of following things:
• Make a proper and safe place where the meter has to install (Out house to be made in case of isolated land.
• Proper earthing and wiring to be completed.
• Have to avoid any kind of Right Way issue (If the Service wire has to go over or under the adjoining premises of any
other person).
• Installation of cut outs and point of supply to be completed.
• All arrear dues to be completed (in case of subsequent connections).

steps to follow to get a power supply


Steps to follow:
• With all relevant documents applicant have to visit the CSC and have to register your application.
• The application will be forwarded to Section office for your premise verification.
• Section office staff will coordinate with applicant for a joint verification.
• If its comes under without estimation process the application will be forwarded to SDO office for arrear due check and from
there to CSC for payment of necessary charges (SC,SD and other charges if any require). If it comes under estimation
process then the application will be processed for payment for additional estimation charges as per the supply code.
• Then applicant have to pay the necessary charges at CSC after which the complete set of materials will send to section office
to energize power supply at your premise. And the bill will be generated accordingly.

• Generally meter cost is not added in the Service connection (SC) charges or in Security
deposit(SD) Charges.
•  it has to either provided by applicant (separate cost) or by utility, If meter will be
provided by applicant, it has to purchase from local electrical store (1 ph static meter.
10-60 Amp) and has to be deposited either at CSC or at utility section office with a
meter testing fee (Rs 100/-) and no monthly meter cost will be added in consumers
monthly electricity bill.
• If meter will be provided by utility then no testing fee to be deposited but an amount of
Rs. 40/- will be added in consumer's monthly bill (60 month).
ELECTRICITY BILL AFTER ENERGISATION
• After energisation of supply at applicants premise the consumers detail will provided to
division billing cell for generation of New Account number and system will
automatically generates the same and will be uploaded in SBM machine in the next
month billing cycle and the consumer will get his first electricity bill accordingly.
Security Deposit
• The security deposit in electricity bill is taken by customers to ensure that the electricity board does not
incur any loss. In case the customer does not pay their electricity bill, despite notice and warning being
given.

• The amount of their electricity bill will be deducted from the security deposit. All-State Electricity Boards collect
security deposits from their customers. The security deposit amount might vary from one state electricity board
to another state electricity Board.
CHARGES FOR SUPPLY
Tariffs and charges for supply of electricity shall be determined by the licensee/supplier with the approval of
the Commission under the Act. Such tariff, tariffs or charges shall take effect only after seven days from
the date of publication in at least two daily newspapers having circulation in the area of supply. The
charges may include:
(a) Minimum monthly fixed charges,
(b) Demand charges,
(c) Energy charges, and
(d) Other charges as specified by the Commission.
Calculation of amount for Initial Security Deposit
The initial security deposit (demand charges/Monthly Minimum Fixed Charge plus energy charges) shall be
calculated based on the load factor as under:
■ Two months consumption charges as Security Deposit (In Rupees ) = P x {(Contract
Demand in K W) X (24 Hrs) X (30days) X (Load Factor) X (Energy Charge in Rs per
unit)

Problems arises during NSC

 New Service Connection(NSC) plays an important role in increasing Billing Efficiency.


 If NSC released with in proper timeline and proper verification (arrear issue) ,then it will have great impact on
actual billing as well as billing efficiency.

 It is seen that Out of 100% cases of NSC ,80% cases are solved quickly within SOP time line but remaining
20% cases became pending .
 This NSC cases delayed due to following reason:-
• Due to Infrastructure delay.
• Non availability of materials (like wire, cable, metre)
• Non availability of vehicles.
• Lack of man power, Resources.( if an Employee has a lot of
work like collection, bill revision, complaint solving then he will
have burden )
• As compare to urban area ,rural area people have so many
arrear present.
• Sometime people create RIGHT OF WAY issue, so we have to
solve them by mutually understanding.
• Due to Political pressure.
RECOMMENDATION
 If NSC delayed it will cause less bill unit , which ultimately affect billing efficiency.
 These steps are to be taken to avoid delay in NSC :-
• Proper Documentation should be done if no objection certificate is
required, for a company - letter from compentent authority is required.
• Immediate action should be taken for any wrong Documents given.
• Demand notice for all estimation charges should given within proper
time.
• Proper man power should be given for particular section.(including
lineman, MMG department people)
• Proper resource(such as wire, metre, vehicle for transportation) should
be provided with in proper time.
• A skilled team with proper training should be provided for quality work.
• In odisha payment related issue is seen.ie. Payment of
vendor ,biller ,lineman , driver should be given with in proper time.
OTS SCHEME (ONE TIME SETTLEMENT)

 According to the One Time Settlement Scheme 2022 of The Odisha State Electricity Regulatory Commission,
all Low Tension (LT) electricity consumers can avail of benefits such as a 30% rebate on electricity arrears and
an 80% rebate on delayed payment surcharge (Delayed Payment Surcharge).
 if the arrear payment is made in full at a time 20% rebate on electricity arrear and an 80% rebate on delayed
payment surcharge if arrear payment is made in two equal monthly instalments (50%-50%).
 Further a 15% rebate on electricity arrears and an 80% rebate on delayed payment surcharge if arrear
payment is made in three monthly instalments (50%- 25%-25%).
 Similarly Hight Tension (HT) consumers can also avail benefits of the OTS by paying a maximum of three
instalments If the arrear is paid in one instalment then the rebate on DPS is 60% for two instalments
 it is 50% and for three instalments the rebate on DPS is 40%The scheme is applicable for electricity arrears
before December 31, 2020.

• This scheme is now very helpful for the rehabilitated family ,as they have to provide new service
connection from Discom .So they have to clear their old arrear /electricity bill through this scheme.
• Many awareness programme have been done already about this OTS scheme for there
clearance of Arrear.
