Asian Parliamentary

Debate
Intro and Fundamentals
STRUCTURE OF DEBATE

 There are 2 teams per round-


Government(Proposition) and Opposition

 Each team has 3 speakers
 6 Speeches- 7 minutes each
 Reply Speeches- 4 min each (No whips
allowed) GW

Reply Reply
POINTS OF INFORMATION (POIs)

 For the first 6 speeches, POIs can be offered by opposing teams


 Protected Time- 1st and 6th minute 0-1, 6-7
 No Poi's can be offered in this time
 Speaker can accept POIs, hence the term offered
 Should be crisp and precise (15 second rule)
 Can be a clarification, Question or Direct Refutation
 Must be Respectful (No personal attacks)
 Wait 20 seconds to offer another POI after rejection

 POIs bring engagement into the debate and make it more exciting
(Accept 1 or maybe 2)
Motions
 The topic to be debated, Gov defends it and the Opp opposes it
 There is no correct side in motions
 Often inspired by current events- The Heart of the Debate
 Info slides are provided.
 3 MOTIONS ARE RELEASED
 The teams provide rankings and 1 motion is decided upon
 20-25 minute prep time realistically, 30 min is the limit

 ABC
Team 1 – A, B, C(Veto), Team 2- B, C, A(Veto)
Info Slides
 Are provided when necessary like- A not
so known topic is given in the motion.
 Necessary for a functional Debate
 Providing Definitions for Key terms

 Clarifications can still be asked


 Defining should still be done by PM.

Rejection is for strengthening your side


Challenge is to completely attack the Gov side

CLASH is 2 arguments completely opposite each other

DEFINING THE MOTION
 The Definition Clarifies Key terms for
everyone present, even the Opp team
 Fair and Debatable
 Identifies Issues and Scope
 If needed, Include Parameters and
limitations

Women- Every person with female Genitalia (Parameter)

DEFINING THE MOTION
 Example-
THW allow people to sell their organs for money
3 Definitions-
1. We are talking about Blood Donations Incentives (opp will not be able to
debate)
2. People should be able to sell their vitals (Resulting in death) (Easy for the
opposition )
(Prop. side should not bring it in order to be just with opposition)

3. Allowing people to receive money for Kidney, or bone marrow donation


PROPOSITION FIAT
We assume that the action mentioned in the Motion
will happen in order for a debate to occur
 Example-
 THW reserve a Third of the seats for women in Parliament.
 Credibility Hit for the elected Women reps
 A very generalized representation
× Male Parliamentarians will never Let this bill pass
FAIRNESS QUESTION
 Truisms are not allowed (When the debate is defined on an issue where the overwhelming majority of people accept
certain side of the truth)

 Extremely out of the box definitions are not allowed


 Reasonable Parameters should be brought in order to give a fair chance to Opp side.- THS Cosmetic surgery-
 Prop- Only for Burn or trauma victims (Not the general populace)
 Opp- Adults sure but what about underage people (Again not general populace but still valid) (Room for
debate)

 No place setting
 No Date- setting (Exceptions are there)- THW allow the use of Lethal Space weapons (Not possible today) (20 years
from now, Fair assumption)

 Squirreling Not Allowed- THR allowing Gambling

 ARGUMENT- A reason why you support or oppose the motion
 REBUTTAL- A response(Refutation) to others material on the truth value,
Relevancy or importance
 ANALYSIS- Answering questions for your ARGUMENTS, Why is it relevant,
How it comes in the debate, How it will work (Mechanization)
ADJUDICATOR- Judging the debate
 IMPARTIAL- Doesn’t have a leaning towards certain
types of arguments
 UNBIASED- Does not have an opinion on who is going
to win
 NOT A SPECIALIST- No Specialized knowledge on
any subject
 AVERAGE NEWSPAPER READER- Basic Knowledge
on World Events
Judging Criteria
 MATTER-LOGIC, RELEVANCY, LINKS, ANALYSIS
OF ASSERTIONS, IMPORTANCE OF ARGUMENTS
 EVOLUTION- Defending Arguments, Engagement
(Rebuttals, POIs (NUKE), Clashes)
