 Harmonisation of Land Administration in Ethiopia (2010)


 Land Administration Information System Strategy considering
and evaluating different options (2012);
Approach of ICT strategy and options for establishing
NRLAIS;
a. Allow uncoordinated development by RS
b. Federal established only standards by regulation and
methodology authority (RS develop by themselves)
c. Centralised Federal system (No flexibility for RS)
d. Hybrid Approach – standards (like option b) plus a
national pilot that can be adapted by RS if wished.

 Assessed existing interim LIS; ISLA, rcis, iMASSREG &
iWORLAIS.
 Developed technical specifications/requirement for NRLAIS (2014)
 International tendering and contract for software development
(2014-2015)
 Conducted international exposure visits on d/t thematic areas
 System development including mobile application (2015-2016);
 Established Core and Extended Steering Committee
 Established Core and Extended Technical Working Groups;
 Recruited an International Consultant
 Developed 59 test scenarios for OAT
 Conducted OAT in pilot sites and system improvement (2016-2017)
 Roll-out of the system to more sites since September 2018.

supports demarcation (mobile application).
It’s advantages is;
– Eliminates all costs associated with
handling of paper field maps
– Eliminates the errors introduced in
scanning, geo-referencing and digitizing
– Reduces topological error
– Prevent double parcel ID

software’s?

• The application can be installed on many nodes as


needed, without license costs.
• Reducing costs for basis software.
• Availability of source code and translation of tools, like
QGIS to local language is possible.
• Stable and community driven development processes.

 The main source of data migration are;

Records that can’t be recovered from backup can be


re-built from records in the paper files.
