In this process the people who are selected are less privileged from villages. “Manual scavenger" means a person engaged in for manually carrying human excreta and the reason for selecting them is caste- How It Was Started
Many times ago the scholars suggested that
there should be the team or the community who can clean these toilets and have money. These followed to caste system and the people who were of low caste were picked to do this work. Many people or the rulers were against this idea but unfortunately they were supressed and this all continued. They started to giving this job to the lower cast people and it continuous and cause discrimination. Prohibition on Manual Scavenging
The Indian government has worked on this and
had introduced many schemes for manual scavenging. Just like The Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993. This was the act to provide for the prohibition of employment of manual scavengers as well as construction or continuance of dry latrines and for the regulation of construction and maintenance of water-seal latrines. Reasons For The Prevalence Of Manual Scavenging The following are the reasons of encouraging manual scavenging:- •Prevalence of caste-based discrimination and social inequality. •Lack of enforcement of the Act. •Exploitation of unskilled laborer's who are cheaper to hire and illegally employed by contractors. •Poor rehabilitation schemes such as one-time cash assistance, skill development training, and subsidies •Lack of data - NCRB stopped showing the number of A Job That Kills!! cases registered under the Act in its report Ways To Stop Manual Scavenging 1. The government should use technology-based solutions like sewer cleaning trucks and robotic machines can be used to replace manual scavenging.
2. They should take strict actions towards the person who is
committing the crime without corruption.
3. To aware the rural people’s there should be certain campaign
held to avoid to this injurious jobs.
4. People who earn their livelihood by this job should be provided
by different opportunities, education or training.
