Health Management Information

System
Important Definitions
• SYSTEM: A collection of components that work together to achieve a common
objective
• INFORMATION SYSTEM: A system that provides information support to the
decision-making process at each level of an organization
• HEALTH INFORMATION SYSTEM: A system that integrates data collection,
processing, reporting, and use of the information necessary for improving health
service effectiveness and efficiency through better management at all levels of
health services
• HEALTH MANAGEMENT INFORMATION SYSTEM: An information
system specially designed to assist in the management and planning of health
programmes, as opposed to delivery of care
What Components Should Be Part Of HMIS?
• Demography and vital events
• Environmental health statistics
• Health status: Morbidity, Mortality, Disability & Quality of life
• Health Resources: like facilities, Beds, manpower
• Utilization and non-utilization of health services: attendance, admissions
• Financial statistics ( cost expenditure)
Steps In Developing HMIS?
• Review the existing system
• Define the data needs of relevant units within the health system
• Determine the most appropriate and effective data flow
• Design the data collection and reporting tools
• Develop the procedures and mechanisms for data processing
• Develop and implement a training programme for data providers and data users
• Pre-test, and if necessary, redesign the system for data collection, data flow, data processing and data
utilization
• Monitor and evaluate the system
• Develop effective data dissemination and feedback mechanisms
• Enhance the HMIS
History of HMIS in Pakistan
• Health Management Information System (HMIS) was developed in Pakistan in
the early 1990s
• Was initiated by the Basic Health Services Cell
• International agencies like USAID, UNICEF and WHO extended both technical
and financial support
• World Bank supported the establishment and institutionalization of HMIS in all
the provinces
Objectives of HMIS in Pakistan
• To record information on health events
• To monitor the availability of critical items of first level care facilities.
• To provide information on monthly / quarterly and annual basis
• To provide information on service-related indicators such as facility utilization
rate, referrals, immunization, maternal care and family planning
Sources of Information in Pakistan
Large Scale Surveys:
 PSLM-for monitoring progress on MDGs
 MICS-for tracking progress on MCH and other indicators
 PDHS-for tracking multiple health indicators
Surveillance Systems:
 Facility based- DHIS previously HMIS
 Community & facility based vertical programmes-EPI MIS, TB MIS
 Others- cancer registries, mortality surveillance

• Devolution in 2001-GoP felt need of revamping the centralized information
system covering only first-level health facilities.

DHIS Definition & Vision
• DHIS is a system that provides information about performance of Health
facilities in the District
• It improves the Health services through evidence-based management of Health
Service Delivery System, to achieve the overall goal i-e, to improve the health
status of the population, and provide key routine health information from the
health facilities to managers for improvement of Health Services Delivery
System
Objectives of DHIS
• Collect quality and relevant data about health services and resources.
• Convert data into information for health-related decision-making for improving
the health system.
• Provide information about disease trends and generate feedback.
• Support district and health facility managers for management, tracking targets,
planning, distribution of resources to improve services and health status of
population.
• Support and promote research.
• Cater routine information needs of Provincial managers for policy formulation,
planning and M&E of health programs.
