 Areas Covered: Goncha and Enebse
 Team: HPM, M&E Officer and WASH Officer
 Objective:
1. To assess security, Operation and access conditions
2. To familiarize the rapid emergency response project to stakeholders
3. To conduct CVA and WASH Feasibility assessment
4. To establish Woreda and IDP level structures for target selection

• A total of 181KM covered
• 19 check points(9 by NDF, 10 by Armed Groups called Fano)
• Only commercial vehicles were moving(no any NGO or other
Vehicles like Long base, Mark 2 and one O5 were moving)
• NDF checks ID and vehicles
• Armed Groups focused on ID and Targeted People
• We have showed Organizational ID and no any significant
challenge from both sides across all the travel.
• On the date of arrival at Ginde Weyn twon of Goncha Woreda,
armed conflict between NDF and Armed Groups took place in
the outskirt of the town.

• No any attack on civilians
• The team has able to access 6 rural kebeles in the near by metro
Lemariyam town and 4 kebele around Ginde Weyn town.
• All the Rural area kebele administration/structure(33 in Enebse and
39 at Goncha are not functional.
• The government admin structure at woreda level is fully functional
in both woredas.
• We have received adequate support at woreda level and our
mission was successful.
• Both armed group and NDF are positive to humanitarian workers.

• IDPs were displaced from 13 zones
• IDPs were displaced since 2019
• So far, no any humanitarian support for those IDPs except the food
ration support by DRM.
• The presence of organized IDP data and dedicated Gov’t staff is a
good opportunity for targeting and Humanitarian work

Challenges

• Difficulty to access rural kebeles except the town periphery.


• Too many check points
• No formal IDP camps/Dispersed location of IDPs
• The rural kebeles admin structure is not functional
