PURPOSE
The purpose of a DEMS is to enable an org:

• To prevent a potential disaster or emergency from developing into an


actual disaster or emergency.

• To bring the disaster or emergency under its control.

• To permit those who have a responsibility for its control to shape the
course of the disaster thereby to bring about an acceptable and
appropriate solution.

ELEMENTS OF DEMS
There are two elements of DEMS which are:

REQUIREMENTS OF DEMS
DEMS requires:
• Sound co-ord and procedures, which allows the org to act
appropriately during all phases of the disaster and emergency
management cycle (DEMC).
• Trained and effective leaders and managers, filling appropriate
roles, during all phases of the DEMC at all levels of the org.
• An efficient emergency operations centre.

REQUIREMENTS OF DEMS (CONT)
DEMS requires:
• Reliable and efficient comm that enable an org

to comm both internally and externally;


• Sufficient eqpt of the right type to enable an org to respond to the
threatened or actual emergency.
• Well tested contingency plans and standard operating procedures
and the flexibility to alter these in a disaster situation demands.

PHASES OF DEMS
The Phases of DEMS are:
• Prevention and mitigation.
• Preparation.
• Response.
• Recovery.
