SYNTHESIS
• The Philippine Disaster Response Operation
draws its form, logic and mandate from RA 10121.
• It mandates DSWD as the lead in the over-all
response process and leads as well in the three
different clusters: FNI, IDP and CCCM.
• As the lead, it is incumbent of DSWD to engage
and mobilize stakeholders from the community,
local and international level bearing in mind their
given roles, responsibilities, capacities and scope
of operation, standards and protocols and guided
by the cluster approach mechanism.
