Environment Clearance – Brief of New PARIVESH 2.0 portal
• Pro Active Responsive facilitation by Interactive and Virtuous Environmental Single window Hub
(PARIVESH) (https://parivesh.nic.in/) is single window integrated systems for Environment, Forest,
Wildlife and CRZ Clearances. MoEF&CC has recently upgraded the portal to PARIVESH 2.0 with
better data and user interface, online proposal tracking, know your clearances (KYC), etc.
 Create User ID and Password of project proponent.
 Fill the Common Application Form (CAF), common for all the required/applicable clearances of a
project (i.e., EC, FC, WL and CRZ). For EC the following forms are applicable.
 Fill form-I part A and part B – Information for scoping and for ToR.
 Fill form-I part C for EC application.
 Fill form-3 for Amendment in TOR.
 Fill form-4 for Amendment in EC.
 Various sections and drop down menus interface to be filled as per requirements.

Forest Clearance process as per PARIVESH 2.0
Forest Documentation for filling proposal on PARIESH 2.0
Forest Documentation is largely dependent on following activities
• Project KML file and filling up of Common Application form (CAF)
• Identification of forest area and type (Reserve, protected, revenue forest, etc.)
• DGPS Survey of the Forest Land and verification by DFO, revenue dept.
• Preparation of KML & Shape file of the Forest Land to be Diverted.
• Identification of compensatory afforestation land and preparation of Map thereof.
• CA land required is as per new Forest guidelines (Equal CA area in case of Central Govt.
projects if non forest type). CA area approval by DFO.
• Checklist of trees to be shifted. Tree identification list (Species, girth, height, etc.)
• Cost Benefit Analysis in case area involved is >20Ha.
• Various undertakings. (Muck disposal, minimum forest uses, NPV payment, etc.)
Procedure of CRZ Clearance
1. Application to be submitted to the concerned State or the Union territory
Coastal Zone Management Authority with the following documents:
i. Project summary details as per Annexure-V to this notification.
ii. Rapid EIA Report including marine and terrestrial component, as applicable, except for
building construction projects or housing schemes
iii. Comprehensive EIA with cumulative studies for projects, if located in low and medium
eroding stretches, as per the CZMP to this notification.
iv. Risk Assessment Report and Disaster Management Plan
v. CRZ map in 1:4000 scale, drawn up by any of the agencies identified by the Ministry of
Environment, Forest and Climate Change vide its Office Order number J-17011/8/92-
IAIII, dated the 14th March, 2014 using the demarcation of the HTL or LTL, as carried
out by NCSCM.
vi. Project layout superimposed on the CRZ map duly indicating the project boundaries
and the CRZ category of the project location
vii. “Consent to establish” or NOC from the concerned SPCB or UT Pollution Control
Committee for the projects involving treated discharge of industrial effluents and
sewage
Procedure of CRZ Clearance

2. Concerned CZMP shall examine the documents


3. If the project require Environment Clearance, CZMP shall forward it’s recommendation
to the MoEFCC for Category “A” project and SEIAA for Category “B” projects
4. CZMP shall shall forward it’s recommendation to the MoEFCC for projects not covered
in the EIA Notification but located in CRZ-I or CRZ-IV areas
5. Projects not covered in the EIA Notification but attracting CRZ Notification and located
in CRZ-II and CRZ-III area shall be considered for clearance by the concerned CZMP
6. Construction projects attracting CRZ Notification but with built-up area less than the
threshold limit stipulated for attracting the provisions of the EIA Notification, CZMP
shall forward their recommendations to the concerned State or Union territory planning
authorities, to facilitate granting approval by such authorities.
7. The clearance accorded to the projects under this notification shall be valid for a period
of seven years, provided that the construction activities are completed and the
operations commence within seven years from the date of issue of such clearance. The
validity may be further extended for a maximum period of three years.
