Concept Note

• Definition
A brief outline or first expression of the proposed project

• Purpose
i) For the organization:
To capture the interest of the funding agency and demonstrate that the idea the organization
proposes is worthy of further consideration.

ii) For the donor agency:


To help organizations develop more competitive proposals and to save time by eliminating proposals
that are not likely to be funded.

Definitions

1. Project Title
Informative and distinctive that catches readers’ attention
2. Contexts
This includes background, location and the problem statement with its analysis. The problem statement
needs to address the following questions:

• Why it is crucial to address the problem identified?


• What has already been done to solve the problem?

Add on:
Add map of the project location; tables and figures that provide facts

1. Problem Statement
A problem is a negative undesired situation that might create imbalance. It requires
adaptation with the social, economic, educational, health or environmental conditions
in a particular community.

When writing the problem, you should clearly specify: Examples:


1. Reasons •100% of the community population in district
2. Results (XYZ) drink contaminated water
• 35% of children below five suffer from diarrhea
3. Magnitude (number or percentage of impacted population)
and other water-borne diseases in (XYZ) district
4. Place of the problem • On average a water supply network is located
5. The impact of the problem on other problems especially at a distance of 5 – 7 km from the nearest house
poverty, food insecurity, unemployment, environment etc.

3. Project Goals & Objectives:


Related to the more general aim as agreed and entered into the local action plan
• There should be only one goal per project
• The goal should be connected to the vision of the organization/ for the development

Characteristics of Objective Requirements to write the Example:


1. Specific Objective:
To improve water supply
1. Percentages or figures
2. Measurable system that will benefit 45,000

4. Realistic
4. Time-specific

4. Expected Results
Project outcomes (services or products) to be delivered to the intended beneficiaries as per
management promise/ commitment. This is what the project management is promising to
deliver. The results are more detailed than the goal and objectives and should be possible
to measure through the use of objective indicators.

Examples:
• Increased access of households to safe drinking water, and
• Reduced cases of water-borne diseases in Bamyan and Parwan

5. Interventions/ Activities
The tasks that are undertaken to achieve the desired result (s)

The interventions should have following criteria: Activities are defined using an action verb
1. Proper (practical): Organization & community capacity in in a present tense:
terms of financial, administrative, and technical to
implement the project • Develop
2. Acceptable: The proposed activities should be acceptable
to the community and local institutions
• Establish
3. Effectiveness: They lead to achieving the desired results • Organize
4. Efficiency: The less the cost of the activity and the more the

• Output: the immediate result produced by project activities. (conducted,


established, constructed, distributed…) mostly used in progress report (monthly,
quarterly…)
• Outcome: the short-term or medium-term effects of a project output. (increased,
enhanced, improved, strengthened…) mostly used in final report (completion,
annual report…)
• Impact: the long-term effect or result of a project outcome and contributes to
overall goal of a project.
Examples:
• Increased employment opportunities for the target BNFs.
• Reduced poverty rates.
• Improved quality of live.
