7 Loading Master Role
7 Loading Master Role
• The Loading Master role, the pilot acts as the Terminal Representative. He is
responsible for ensuring that a vessel remains safely moored alongside and that
loading operations are conducted safely and in accordance with Terminal
regulations.
• The Loading Master also provides the interface between the vessel and the
Terminal to ensure that a clear line of communication is maintained The Loading
Master will remain onboard the vessel for the duration of the port stay.
• The Loading Master shall attend the CCR during critical stages of the loading
operation to monitor operations and assist with communication including:
•Commencing gassing up / cooling down
•Ramping up cargo
•Rate down cargo
•Topping off cargo tanks
•Stopping cargo operations
•Shore tank change
2
Pre-Loading
• On completion of the mooring operation, confirmation that the main steam
valve is locked shut (Steam Turbine) or the propulsion motors (DFDE) are
isolated.
• Advises terminal to place gangway onboard.
• Participates in pre-loading meeting.
• Carry out vessel safety inspection.
• Witness initial CTS by surveyor.
• Witness and log FOSSL function test.
• Test ‘Hotline’ telephone.
• Monitor arm connecting.
• Witness and log Warm ‘ESD’ (from shore).
3
Cargo Handling
• Liaise with the terminal to confirm Vapour return line up.
• Liaise with terminal for liquid arm cool down operations.
• Witness and log Post cool down ESD test.
• Confirm that terminal is lined up for loading.
• Initial loading at 1000m3 / hour.
• Ramp up in 1500m3 / hour increments.
• Liaise with shore for vapour return (via BOG compressor).
• Once at full rate perform a safety walkround.
• Attend CCR 30 minutes prior to start of ramp down.
• Remain in CCR until topping off complete.
• Proceed to manifold for line draining and purging.
4
Post-Loading
• Liaise with terminal for liquid arm draining and purging.
• Liaise with terminal for purging vapour arm.
• Monitor liquid and vapour arm disconnection and on completion confirm ships
manifold area is secure.
• Ensure that ESD cable is disconnected.
• Confirm to vessel that main engine can be prepared for departure.
• Witness the final CTS.
• Ensure gangway is removed (Second Pilot boarded).
5
Environmental Limits
• Wind Restrictions
• The LNG loading arm manufacturer has specified that the cargo arms must
not be maneuvered when the wind speed exceeds 20m/s (39kts). If strong
winds are forecast, cargo loading shall be stopped before the sustained wind
reaches 16m/s (31kts).
• If the wind continues to increase in strength, loading arms shall be drained,
purged, disconnected and secured before the sustained wind reaches 18m/s
(35kts).
• In the event of a sudden squall, there may be insufficient time to disconnect
loading arms. In such an event, loading shall be stopped and a tug or tugs
called to push up alongside until the wind has abated.
• Electrical Storms
• The Master via the Loading Master will liaise with the terminal to suspend
cargo until the threat from the storm recedes.
