Government Policies on
Science and Technology
In response to the ASEAN 2015 Agenda, the government,
particularly the DOST, has sought the expertise of the NRCP to consult
various sectors in the society to study how the Philippines can prepare
itself in meeting the ASEAN 2015 Goals. As a result of the consultation,
the NRCP is expected to recommend policies and programs that will
improve the competitiveness of the Philippines in the ASEAN Region.

The NRCP clustered these policies into four:


1. Social Sciences, Humanities, Education, International Policies and
Governance
2. Physics, Engineering, and Industrial Research, Earth and Space
Sciences, and Mathematics
3. Medical, Chemical and Pharmaceutical Sciences
4. Biological Sciences, Agriculture, and Forestry
Government Policies on
Science and Technology
There are also other existing programs supported by the Philippine
government through the DOST. Some of the projects are the following:

 Providing funds for basic research and patents related to science and
technology. Funding of these research and projects are also from the
Overseas Development Aid (ODA) from different countries.
 Proving scholarships for graduate and undergraduate students in the
field of science and technology.
 Establishing more branches of the Philippine Science High School
System for training young Filipinos in the Field of Science and
Technology.
Government Policies on
Science and Technology
 Create science and technology parks to encourage academe and
industry partnerships.
 Balik Scientist Program to encourage Filipino Scientist abroad to
come home and work in the Philippines or conduct research and
projects in collaboration with Philippine-based scientist.
 Establishment of National Science Complex and National Engineering
Complex with the University of the Philippines campus in Diliman.
These aimed to develop more science and technology and
engineering manpower resources needed by the country.
SCIENCE EDUCATION
IN PHILIPPINE SOCIETY
 As early as decade of the 1950s, scientists were concerned
with the state of science education in the schools.
 Leading scientist made Philippine authorities aware that
the teaching of science from grade school level to college
levels in both public and private schools was very
inadequate.
 In 1957, science subjects became obligatory in elementary
and secondary level.
 Moreover, in 1958, National Committee for Science
Education was created to formulate objectives for teaching
of science education at all levels and to recommend steps
that would upgrade the teaching of science.

 The committee identified the following areas to which
improvement efforts were needed.

a) Integration of science with classroom instruction


b) Acquisition of more science equipment and tools
c) Coordination of efforts with other agencies
d) Negotiation for a science institute for teachers
e) National science talent search and fellowship
f) Higher salaries of science and mathematics
SCIENCE EDUCATION

 SCIENCE EDUCATION PROJECT (SEP)

A major project with the following objectives:

1. Improvement of pre-service, in-service education of


science/mathematics teachers,
2. Local development of science textbooks and equipment,
3. Evaluation of locally produced materials,
4. Research on teaching-learning process.

 Philippine Association for the Advancement of Science and
Technology (PhilAAST) Conference

An annual conference which focuses on the training


of science teachers and teaching of science. It called the
importance of the growth of science consciousness in the
general population and the need to remedy the shortage of
scientist in the country.
Harmonized National R&D Agenda (HNRDA) 2022-2028

 Prepared by DOST after consultation with government and


private R&D institutions, the academe, industry, and other
concerned agencies

 Ensures that results of S&T endeavours are geared towards


and are utilized in areas of maximum economic and social
benefit for the people
