Relation between policy and politics

Policy making process is a part of politics and political action


political system is a set of interactions having structures,
each of which performs its functions in order to keep it like
an on-going concern
Output activities are those which are carried on by a political
system in response to demands or stresses placed upon the
system in the form of inputs. Outputs can take the form of
governmental policies, programmes, decisions etc.
Policy
• Policy in used to designate the behavior of some actors like official, a
group, a government agency) or a set of actors in a given area of activities.
Policy and Goals
• Goals are what policies aim at or hope to achieve. A goal
is a desired state of affairs that a society or an
organization attempts to realise.
• Removal of poverty is a goal that the government wants to
pursue.
• Public policies are concerned with such specific goals
• If the government announces that its goal is to provide
housing to all the members Public Policy :of the deprived
sections of society it does not become a public policy
Policies and Decisions
• A decision can be taken only when there is more than one alternative
available. Thus a decision is the act of making a choice.
• There can be two types of decisions, programmed and non-programmed.
• Programmed decisions are repetitive and do not require a fresh
consideration every time they are taken. For example, once the decision to
open the library from 10 a.m. to 5 p.m. is taken, it does not require fresh
consideration keep it open during those hours.
• Non-programmed decisions are new and unstructured.
• Such decisions are required in the situations of unprecedented nature, for
example breakdown of an epidemic, occurrence of earthquake, etc.
What is public policy
The relationship of a government unit to its environment.

Public policy is weather governments choose to do or not to do

Policy is a course or pattern of activity and not simply a decision to do


something
Implication of concept of public policy

 Purposive or goal orientated action rather than random or chance behavior

 Policy is what government actually do in regulation trade controlling inflation or ensuring


public service etc.

 Public policy either positive or negative in form ( positive means form of action to affect a
particular problem negative means not to take any action to do nothing)

 Public policy is positive form based on law, and its authoritarian.


Nature of public policy
 policy as a course of action can be better or more fully understood

 Public policy is what the government actually decides or chooses to do

 Policy demand made upon public official by other actors public or private

 policy decision made by the public official

 Public Policies are goal oriented

 Policy statement

 Policy output

 Policy outcomes of the government's collective actions

• Mainly Formulated by Governmental Organs
• Aims at Achieving what is in the Public Interest
• Use of Best Possible Means
• Involvement of Various Bodies Agencies
Why study of public policy
Scientific reason: in order to gain greater knowledge about the origin of problem
by which to developed and its consequence of the society
Professional reason ( solution for social problem )
Political reason (government goal, Conflict resolution, Human rights
and ensuring service for the people )
