MIDTERM
CRIME INVESTIGATOR
• = is a public safety officer who is tasked to
conduct the investigation of all criminal cases. A
well-trained, disciplined and experienced
professional in the field of criminal investigation
duties and responsibilities.
TRAINING:
• = under the PPSC, is an institution that trains
uniformed personnel of the PNP to become a
certified investigator.
• All investigator in any police unit must be a
graduate of prescribed investigation course with
a rank of at least PO2.
Preliminary Investigation
• The action done in the scene of the crime
immediately following its detection or reporting.
• Save life, if possible;
• Determine whether or not a crime was
committed;
• Preserve the scene of the crime;
• If there are living person who witness the crime
separate the person;
• Proper Documentation should be made (includes
note taking, photographing, sketching and
interview of possible witness/es;
Search, collecting, packing and
preservation of evidence
• Transmittal of physical evidence, Chain of
custody/possession, Storage etc;
• Additional information through
interview/interrogation of victim,
witnesses/suspect/s to the crime.
• Preparation of offense report (Incident Report)
which includes the facts known the investigator,
all actions taken and all the items of evidence
seized/recovered.
• Follow –up Investigation = an effort extended by
the investigator in gathering further information
subsequent to the initial investigation report
until the case is ready for prosecution.
Note Taking
• Notes = are gathered in chronological order
based on the investigative steps.
• Date, time of the conduct of investigation should
be accurately, completely and properly made.
Investigators cannot fully rely on his memory
and notes are valuable aid for recollection of
important details of the crime under
investigation.
Responding to the crime scene
• Time is of great essence in all investigation, but
every investigator responding to the scene of a
crime should take safety precaution while in
route to the crime scene. The time at which a
call was received, dispatched, arrival at the crime
scene and as the investigator left should all be
noted.
What Constitute a Crime Scene?
• The crime scene can be understood to include all
areas in which the criminal, any possible victim,
and any eyewitness move during the time the
crime was committed.
• The boundaries must be established so that the
entire crime scene can be effectively preserved.
• In some crimes, however, the crime scene may
actually comprise several different sites.
• Receipt of report of a Crime Incident
Priorities of the first police officer
upon arrival at any crime scene:
• Try to save life. If possible.
• If the suspect is at the scene, apprehend him.
• Protect and preserve the crime scene.
• Investigate.
Security and Protection of the
crime Scene
• First Responder
• Must be able to properly preserve the crime
scene in order to get maximum scientific
information that will help in the successful
prosecution of the perpetrator of the crime.
The First Responder shall:
• Cordon off crime scene with whatever available
materials like ropes, straws, human barricade,
police line;
• Evacuate injured persons to the nearest hospital;
• Prepare to take the “dying declaration” of
severely injured person, if any;
• Prevent entry/exit of persons within the
cordoned area; and
• Prepare to brief the CSI Team Leader of the
situation upon their arrival
Steps to be Observed Upon
Reaching the Crime Scene
1. Identify, if possible retain for questioning the
person who first notify the police;
2. Determine the perpetrator by direct inquiry or
observation if his identity is immediately
apparent;
3. Detain all persons present at the crime scene.
This is to identify the witness;
4. Summon assistance. (Call for SOCO Assistance);
4. Safeguard the area by physically isolating it;
5. Permit only authorized person to enter the
area;
6. Separate the witness to obtain independent
statement; and
7. Do not touch or move any object.
Basic outline for investigation
• Record the time of call and the time of arrival.
• Ascertain the presence of victim, suspect, witness.
• If victim is still alive, arrange for immediate medical
attention. (first aid, if possible or bring the person
to the nearest hospital). If the victim is conscious
attempt to obtain a dying declaration.
• If the suspect is present plan for his
apprehension.
• If the person who reported the incident is
present make a preliminary questioning and
separate him/her from the crowd.
