Activity: Areas or Location exposed to

Hazards
EXPOSURE &
VULNERABILITY
M R. JAV E N . S A L I N A S , M A E D
LEARNING OUTCOMES:
Enumerate different elements exposed to hazards.
Explain the meaning of vulnerability.
Discuss why certain sectors of society are more
vulnerable to disaster than others.
Reason out why certain structures are more
vulnerable to specific hazards than others.
WHAT IS EXPOSURE?
- Refers to the “elements at risk” from a
natural or man-made hazard event.
ELEMENTS EXPOSED TO
HAZARDS
Human beings
Dwelling or households and communities
Buildings and structures
Public facilities and infrastructure assets
Public and transport system
Agricultural commodities
Environmental assets
WHAT IS VULNERABILITY?
- defined as “the characteristics and circumstances of
a community, system or asset that make it
susceptible to the damaging effects of a hazard.”
Examples: poor design and construction of buildings,
inadequate protection of assets, lack of public
information and awareness, disregard for wise
environmental management.
REASONS WHY CERTAIN SECTORS OF SOCIETY ARE
MORE VULNERABLE TO DISASTER THAN OTHERS
1. DEMOGRAPHIC FACTORS

oPOPULATION DENSITY
oAGE OF POPULATION
oDISTRIBUTION OF POPULATION

2. SOCIO-ECONOMIC FACTORS
oWEALTH
oEDUCATION
oNATURE OF SOCIETY
oUNDERSTANDING OF THE AREA
REASONS WHY CERTAIN SECTORS OF SOCIETY ARE
MORE VULNERABLE TO DISASTER THAN OTHERS
3. COMMUNITY PREPAREDNESS
oBUILDING CODES
oSCIENTIFIC MONITORING AND EARLY WARNING SYSTEMS
oCOMMUNICATION NETWORKS
oEMERGENCY PLANNING

4. DEALING WITH THE AFTER-EFFECTS

oINSURANCE COVER
oEMERGENCY PERSONNEL
oAID REQUEST
VULNERABILITY TO SPECIFIC
HAZARDS (ADPC, 2012)
POOR DESIGN AND CONSTRUCTION OF BUILDINGS AND
OTHER INFRACTRUCTURES
INADEQUATE PROTECTION MEASURES OF ASSETS
LACK OF PUBLIC INFORMATION AND AWARENESS
LIMITED OFFICIAL RECOGNITION OF RISKS AND
PREPAREDNESS MEASURES
DISREGARD FOR WISE ENVIRONMENTAL MANAGEMENT
TYPES OF VULNERABILITY
(UNISDR)
1. PHYSICAL VULNERABILITY
2. SOCIAL VULNERABILITY
3. ECONOMIC VULNERABILITY
4. ENVIRONMENTAL VULNERABILITY
ACTIVITY: Identify the different elements
that are exposed to a particular hazard and
briefly state their vulnerabilities.
