What is the legal basis of the National Service
Training Program (NSTP)?

Pursuant to Section 12 of the Republic Act No. 9163 it


also known as An act the “National Service Training
program (NSTP) Act of 2001” 2001 the (CHED),
(TESDA),and (DNA),or department National defense, in
consultation with concerned government agencies,
the Philippine association of state Universities and
Colleges (PASUC), the coordinating Council of private
Education Association of the Philippines (COcOpEA),
Non-Government Organizations, and recognized
students organization, hereby jointly issue, adopt, and
promulgate the following implementing rules and
regulations to implement the provisions of the Act.
The History of the National Service Training
Program (NSTP)

Started with the passage of Commonwealth act No. 1 Or


National Defense Act.
• An act provide national defense of the Philippines penalizing certain violations
thereof appropriating funds therefore, and for other purposes.
• Under the government of the President Manuel L. Quezon (1935)

Commonwealth Act No. 1 requires:

• College students, specifically males


• Finish 2 years or 4 semesters of Military training to be served cadets of the
national defense of the country.
 August 8, 1980, the Commonwealth Act No. 1 was amended to give
existence to:
 Presidential Decree No. 1706 or National Service Law.
 Mandates compulsory national service to all citizens of the country
 Composed of three main component programs, namely:
1. Civic Welfare Service (CWS).
2. Law Enforcement Service (LES), and
3. Military Service
College Student were given an option to choose one among these components
to comply as a requirement of tertiary education.

 Implementation of the National Service Law except the provision of Military Service
was suspended by Presidential Memorandum Order No. 1
 It become Basic Reserved Officers Training Corps (ROTC) which was effective
on(School year) S.Y. 1986-1987
in the year 1991,
The Implementing Rules and Regulations of Republic Act 7077 modified the:
 Basic ROTC Course to Expanded ROTC Program as mandated
 The modification is composed of military subject in the first year and any of the
following components:
 MTS, CWS, and LES in the second year curriculum
 On March 18, 2001
 A dead body was found wrapped in a carpet and floating in the Pasig
River
 The face was wrapped in the packing tape and the hands and face were
bounded
 Body was identified as Mark Welson Chua, 19 year old
 Engineering student of University of Santo Tomas (UST)
 Reportedly a victim of illegal ROTC practices lead to a massive protest of
the college students and concerned parents against ROTC program.
 Since then, Expanded ROTC program morphed into National Service
Training Program (NSTP)
This law is intended for tertiary level Students in response to the public request for
reforms in the Reserve Officers’ Training Corps (ROTC) Program.
It was signed into law by Pres. Gloria Macapagal Aroyo on July 23, 2002.

This law was implemented effective school year 2002 – 2003 in all higher education
institutions (HEI’s).
 Consolidation of house bill 3593 and senate bill 1824 passed on December 19, 2001
 Optional since 1st semester of school year 2002 - 2003
The conceptualization and the establishment of the NSTP for the tertiary level
students is amended in the Republic Act 7077 and Presidential Decree
No. 1706. This was enacted by the Senate and of House Representatives in
Congress, which is known as the National Service Training, Act of 2001

NSTP is program aimed at enhancing the civic consciousness and defense


preparedness in the youth by developing the ethics of service and
patriotism, undergoing training in any of the three program components,
specially designed to enhance the youth active contribution to the general
welfare.
What are the components of
the NSTP?

1. Literacy Training Service ( LTS) – Is a program designed to train students to become teachers of literacy and numeracy
skills to school children, out of school youth, and other segments of society in need of their service. (Section 3, RA 9163)
2. Civic Welfare Training Service (CWTS) - In these programs, the students would undergo lectures and activities
contributory to the general welfare and the betterment of life or the members of the community and to render services
particularly the enhancement of instructional support materials and facilities in the following areas;

(1)Improving health, (2) Education, (3) Environment,
(4)Entrepreneurship, (5) Safety, (6)Recreation, (7)Morals of the
citizen and other social services (Section 3, RA9163).

In The second semester, the students well undergo actual community


service involvement. Project and activities or designed to encourage the
youth to contribute in the improvement of the general welfare and the
equality life for the local community applying various institutional
components.

The teaching learning is focused in the development of the youth to


become assets of the community, society and to the nation as a whole.
Thus, making them aware of their great role as individual to the
development of the nation.

A new and latest amendment was brought
for creating the Republic Act 9163 Also
known as

1. Civic Welfare Training Service (CWTS) - Refers to programs for activities
contributory to the general welfare and the betterment of life for members of the
community or the enhancement of its facilities, especially those devoted to
improving health, education, environment, entrepreneurship, safety, recreation and
morals of the citizen (Section 3, RA9163).
2. Literacy Training Service ( LTS) – Is a program designed to train students to
become teachers of literacy and numeracy skills to school children, out of school
youth, and other segments of society in need of their service. (Section 3, RA 9163)
3. Reserve Office Training Corps (ROTC) - Is a program institutionalized under
Section 38 and 39 of RA No. 7077 designed to provide military training to tertiary
level students in order to motivate, train organized and mobilized them for national
defense preparedness. (Section 3, RA 9163)
 NSTP-CWTS students are well trained to become an active member of
the community to serve with moral values and being responsible. So
with the meaning provided, NSTPCWTS students can serve the
community by means of actively participating in community programs
that aims to provide good service and essential benefits to the people
within the community.

Out-of-School Youth Programs by the Government
INVIRONMENT
Who are covered by the NSTP Law?
 A. All incoming first year students, male and female , starting School
Year (SY) 2002-2003, enrolled in any baccalaureate and in at least
two(2) year technical-vocational or associate courses, are required to
complete one (1) NSTP component of their choice as a graduation
requirement.
 The above provision however, does not cover the following:
 a.1 Students who finished or graduated from a baccalaureate
degree or two year technical –vocational or associate course and
pursuing or enrolled in another or additional baccalaureate
degree or two-year technical-vocational or associate course in SY
2003-2004, and;
 a.2 Students who completed any of the three NSTP components
but considered freshmen to the course where they transferred or
shifted.
a.3 Foreign students or aliens.
B. All higher and technical –vocational education institutions must offer at least one (1)
of the NSTP components.
C. State Universities and Colleges (SUCs), shall offer the ROTC components and at least
one (1) other NSTP components.
D. The Philippine Military Academy (PMA) Philippine Merchant Marine Academy
(PMMA) , and Philippine National Police Academy (PNP) are exempted front the NSTP
in view if the special character of these institutions. Other State Universities and
Colleges of similar nature will be exempted subjects to approved of the Department
of National Defense.
E. Private higher and technical-vocational education institutions with at least 350
students cadets, may offer the ROTC component and consequently establish
/maintain a Department of Military Science and tactics (DMST), subjects to the
existing rules and regulations of the Armed Forces of the Philippines (AFP).
What is the duration and equivalent course unit
of each of the NSTP Component?

 Each of the NSTP components shall be undertaken for an academic period of two
(2) semesters for 54 to 90 training hours per semester. It shall be credited for
three (3) units per semester.
Who Lead The Implementation and
Monitoring of NSTP
 The Commission on Higher Education (CHED),
 Technical Education and Skills Development Authority (TESDA),
 And Department of National Defense (DND
 In consultation with the concerned agencies such as the Philippine
Association of Universities and Colleges (PASUC), Coordinating Council
of Private Educational Associations of the Philippines,
 Oversee if the program being conducted in schools is in consonance
with the newly revised IRR dated November 13,2009.
What fees shall be charged to
students taking any of the NSTP
components?
 No other fees shall be collected except basic tuition fees, which should
not be more than 50% of the charges of the school per academic unit.
Who are covered by the suspension of the
ROTC requirement?
 The completion of ROTC training as a requisite for graduation is set aside for
students who have completed all their academic requirements for their respective
courses as certified by the school on or before the effectivity of the NSTP Act of
2001, which is March 23, 2002. The concerned students may apply for graduation in
their respective schools.
What happens to male students who are currently
enrolled and have not taken nor completed the
ROTC requirements for graduation?
 a. Male students who are not covered by Section 12 of this Rule and are
currently enrolled but have not taken any of the Military Service (MS), Civic
Welfare Service (CWS) or Law Enforcement Service (LES) shall be covered by
the NSTP Law.
 b. Male students who have completed two semesters of the Expanded ROTC
(E-ROTC) / National Service Program (NSP) are deemed to have complied with
the NSTP requirement.
 c. Male students who are not covered by Section 12 of these Rules and have
taken only one (1) semester of Basic ROTC or E-ROTC/NSP shall take any of the
NSTP components to qualify for graduation.
 d. Students who want to qualify for enlistment in the Reserve Force or attend
the advance ROTC program shall undertake a special program for this
purpose.
How are Clustering and Cross-Enrollment
done?
 a. Clustering of students from different education institutions during semestral or
summer periods may be done for any of the NSTP component, taking into account
logistics, branch of service and geographical locations. The host school shall be
responsible in managing the Program.
 b. Schools that do not meet the required number of students to maintain the optional
ROTC and any of the NSTP components, or do not offer the component chosen by the
student shall allow their students to cross-enroll in other schools irrespective of
whether such school is under CHED or TESDA; and in the case the students taking
the ROTC component irrespective of whether the two semesters shall be taken from
different schools whose ROTC is managed by different branches of service of the
Armed forces of the Philippines(AFP).
National Service Training Program signed into law in January 23, 2002. Implemented in S.Y.
2002-2003, this Comprises of three program components:
Civic Welfare Training Service (CWTS)
Literacy Training Service ( LTS)
Reserve Office Training Corps (ROTC)
