A meeting should have a set agenda


The Purpose of the Order of Business
(Agenda) is to keep the meeting
forward.
The Agenda forms the framework for
the development of a good business
meeting.
Steps to the Order of Business
 Call
to Order by the President or the Presiding
Chairperson
 Approvalof the minutes of the previous meeting
read by the Secretary and approved by the body
in accordance with the by-laws and
parliamentary procedure
 The conduct of the meeting laid out in the
Agenda will be directed by various motion and
rules governing then which form part of
Parliamentary law.

 7. Before placing the measure on the floor
- The Chair may suggest modifications before
the proponents calendar it in the agenda
because if it is already included in the agenda
the Chair cannot introduce amendments.
Main Motions
 The Chair may requests the Secretary to restate the motion
to ensure the accuracy of the minutes of the meeting
 Ask the member who made the motion to confirm if it was
recorded correctly
8. Then the Chair:
- “There is a motion to approved Proposed Ord 114-2024
authored by Cristina Barrientos
 Now through the motion the Ordinance is a property of the
Assembly which is now for debate, discussion and
amendment
 All further actions requires approval of the Assembly
Main Motions
 The Person who makes the motion
cannot speak against it. He speaks first
during the discussion

 To speak, stand and wait until

Main Motions
 Everyone is given the opportunity to speak “before”
anyone speaks twice.
 Afterspeaking twice , a member exhaust his right to
speak
 The Chair cannot make motions and cannot join a
debate unless he relinquishes as Chair and is replaced
by someone else (President Pro-tempore or the one
chosen by the Majority to temporarily perform the
duty of Chairperson) an officer of the Organization.
 The Chair cannot interrupt unless rules are violated.
 Members must be courteous

 Members must address the Chair not the individuals
 Cannot speak for more than 10 minutes unless allowed
by the Majority or allowed by the By-Laws and IRP which
sets a different time limit.
9. When debate wanes, The Chair ask:

When Does the Chair Vote ?
 Never , unless it is specified in the Internal
rules of Procedure and Constitution and By-
Laws
 Unless it affects the outcome
Case 1 When there is a Tie
-The Chair Votes to Approve
Case 2 When the vote is 3 in favor and 2
against
-The Chair votes to No and defeats the
measure

 Purpose

Allows for people in the group to ask for changes in the


temperance, for ideas to be clarified, for motions to be
explained , for others to repeat their discussion or
motions , and anything that may help the meeting run
smoothly.

Raise a Question of Privilege
Ex.
Member : Mr. Chair, I rise to a question of
Privilege.

go back to the order of the day or forego and continue to
the matter at hand in the floor.

group can hear.
-Or by standing and saying “ I call for the

different motions.
 Can be only be made on motions that have two main
ideas that are not dependent on each other.

Example:
There is a Motion on the floor:
I move that the Barangay Federation have a
seminar on March 1 for All Barangay officials and
hold a sports fest.
Mr . Chair, I move that we divide this question into
two motions, The first stating we have a seminar
on March 1 and the second that we have a
sportsfest.

-used when a member thinks that the activity or activities of the
group is not appropriate

Suspension of the Rules
 Purpose:
 Allows the body to set aside the rules of parliamentary
procedure embedded in constitution and by-Laws/ IRP of
the organization to give way to non member be
recognized and address the body in plenary.

Suspension of the Rules

Example:
Member: Mr. Chair I move for the suspension of
the Rule to give way to our Awardees of the
Outstanding Caviteno‘s 2023 and hear their
acceptance speech.
Chair: Motion: There is a motion to Suspend the
Rules and duly seconded motion approved .

Withdraw a Motion
 Purpose:
-Allow the movant of the motion to completely
take it off the floor for discussion
 No second required
 Not amendable
 Not debateable
Withdraw a Motion
 If made before the Chair first states the motion and it is
automatically withdrawn with no more second or vote.
 If made after the Chair first states the motion and it is automatically
withdrawn with no more second or vote.
 The Chair will ask if anyone objects to the movant withdrawing the
motion?
-If someone Objects----- must be seconded and passed by a
majority vote
-If no one objects---The motion is automatically withdrawn
 Cannot be made after discussion has begun
Example:
Member: Mr. Chair I would like to withdraw my motion, pending the
submission of pertinent documents to this Body.
