Everyone is given the opportunity to speak “before”

debate unless he relinquishes as Chair and is replaced
by someone else (President Pro-tempore or the one
chosen by the Majority to temporarily perform the
duty of Chairperson) an officer of the Organization.
The Chair cannot interrupt unless rules are violated.
Members must be courteous

Purpose:
-Allow the movant of the motion to completely
take it off the floor for discussion

If made before the Chair first states the motion and it is
automatically withdrawn with no more second or vote.
If made after the Chair first states the motion and it is automatically
withdrawn with no more second or vote.
The Chair will ask if anyone objects to the movant withdrawing the

-If someone Objects----- must be seconded and passed by a
majority vote
-If no one objects---The motion is automatically withdrawn
