Recognizing that research is a core responsibility of higher
learning institutions (HLIs), as highlighted in the benchmarking report, many HLIs face challenges in conducting research due to the absence of dedicated budgets. To address this, HLIs, the Higher Education Council (HEC), and the National Council for Science and Technology (NCST) must collaborate to establish grants and allocate research funding. Regarding the student satisfaction survey, factors influencing students’ reluctance to provide honest feedback must be addressed. To ensure objectivity and credibility, HEC should engage a private company or independent researcher to conduct the survey, ensuring it is conducted online for greater anonymity and convenience. Considering that laptops are essential academic tools, the government should ensure all students, including those enrolled in private HLIs, have access to laptops to facilitate their studies.
