Current Status

 On Findings, not all indicators are included in the report; some


data are very far from the reality.
 For percentages exceeding 100, present them as proportions
 On the performance indicator of exchange programs, data needs
to be updated as some HLIs have exchange programs and are not
mentioned in the report. Eg: RP, KP, - Ask Dr Theoneste
 On the indicator of the finance, UR should also be included for the
private students.
 Indicate all the HLIs that should have provided data but did not

Excluding HLIs That Did Not Submit Data


Approach: Only include data from institutions that submitted
complete information for the relevant indicators. Institutions
with missing data will be excluded from the analysis for those
specific indicators.
Strengths:

 Accuracy: Reflects actual performance without unfairly penalizing


institutions for non-submission.
 Fair Comparison: Ensures that the descriptive statistics are based
solely on real data, making the results reliable and credible.
 Encourages Participation: Encourages institutions to submit their
data in future exercises without fear of being penalized.

 Incomplete Coverage: Excluding institutions reduces the


comprehensiveness of the analysis and may lead to limited
generalizability.

Assigning Zero Scores to HLIs That Did Not Submit Data


Approach: Include all institutions in the analysis, assigning a
score of zero for missing indicators.
Strengths:
 Complete Coverage: Includes all institutions, providing a more
holistic view of the sector.
 Accountability: Encourages institutions to participate in future
exercises to avoid being ranked poorly.
 Simplicity: Simplifies the methodology by avoiding the need to
exclude missing data.
Gaps:
 Distorted Results: Zero scores artificially lower the descriptive
statistics (e.g., mean, median) and may not reflect actual
performance levels.
 Unfair Penalization: Institutions may be unfairly disadvantaged
due to technical, logistical, or systemic reasons for non-submission.
 Misleading Rankings: Assigning zeros may lead to rankings that
do not accurately represent institutional performance.

Recommendations to HEC

 Recognizing that research is a core responsibility of higher


learning institutions (HLIs), as highlighted in the benchmarking
report, many HLIs face challenges in conducting research due to
the absence of dedicated budgets. To address this, HLIs, the
Higher Education Council (HEC), and the National Council for
Science and Technology (NCST) must collaborate to establish
grants and allocate research funding.
 Regarding the student satisfaction survey, factors influencing
students’ reluctance to provide honest feedback must be
addressed. To ensure objectivity and credibility, HEC should
engage a private company or independent researcher to conduct
the survey, ensuring it is conducted online for greater anonymity
and convenience.
 Considering that laptops are essential academic tools, the
government should ensure all students, including those enrolled in
private HLIs, have access to laptops to facilitate their studies.
 The HEC should organize workshops to demonstrate their value
