 Description of the installation-
The Nawabpur Power Station Company Ltd (NPSCL)
is a significant power generation entity in
Bangladesh, operating under Bangladesh Power
Development Board.

It was established in 1990.

The present power generation capacity of NPSCL is

1250 MW.
 Address of the installation- The NPSCL is located on the

bank of Surma river besides the Nawabpur highway.

 Classification and Area- It is an 1A category KPI

# A fire incident occurred at warehouse on 01 January 2024

(Time: 01 am).

# On 30 November 2023 a fire incident also occurred at

sub-station due to the flying of air balloon.

Existing Security Lapse & Threats-
 Boundary wall height of NPSCL is only 6 feet.
 A high-voltage electric line over the power station.
 The trees adjacent to the boundary wall on the western
and southern sides make it easy access for the
intruder.
 Several multi-stored building within 10, 15 & 20 meter
of boundary.
 No security inspection done last 3 years.

 Nepotism and corruption in requiting process.

 The barbed wire fence is missing between the region
of pocket gate-1 of Block-C and gate-1 of Block-B.
 Number of security personnel, security posts and
equipment are not adequate.
 Comments
Nowabpur power station is 1(A) category KPI but the kind of
security required for a 1(A) KPI is absent in many cases.
Officers and employees here seems to be unaware of the
security of the KPI from their activities.
There are enough reasons and opportunities to carry out
invasive activities.
In a word, the security system of NPSCL is not satisfactory .
 Recommendations
 The number of gates or entrances of the KPI should be
reduced.
 A boundary wall of at least 8 feet height with 2.5 feet Y-
shaped barbed wire should be built around the KPI.
 The trees along with the boundary wall should be cut
down.
 The concerned authorities must be informed to take
measures regarding the structure located at a distance
less than 20 meters from the boundary wall.
 Nepotism and Corruption should be eradicated from the
recruitment system.
 Security-related training should be arranged for the officers
and employees by NSI.
 The necessary number of CCTV cameras should be installed to
cover the entire establishment.
 Vetting for the security personnel should be conducted every
six months interval.
 High-voltage electric line passing through the southern
side of the KPI should be removed at immediate effect.
 A strong access control system should be established
for the Vulnerable Area (VA).
 Air balloon launching should be banned in the
residential area.
