Lightning Protection System

Objectives
• Protect ERL process area from lightning strikes.
• Secure ERL Tanks against lightning.
• Extend lightning protection to the remaining areas beyond the existing
E.S.E. type Lightning Protection System (LPS).

Types of Lightning Protection System:
There are two main types of lightning protection systems:
1. Classic or Passive Lightning Protection System:
• This system captures and drains the electrical charge generated by lightning to the ground.
• It includes components such as air terminals (lightning rods), down conductors, and grounding
systems.
• When lightning strikes, the system provides a safe path for the electrical discharge away from the
structure.
• The classic system is based on the principle of Benjamin Franklin’s lightning rod concept.
2. Active Lightning Protection System:
• Unlike the passive system, the active system attracts the electricity generated by lightning using
energy generated by itself.
• It then drains the charge to the ground.
• One example of an active system is the Early Streamer Emission (ESE) air terminal, which aims
to trigger the upward leader before the lightning strike occurs.
• Another approach is the Charge Transfer System (CTS), which focuses on attraction rather than
prevention.
Selection of Lightning Protection System:
Early Streamer Emission (ESE) type Lightning Protection System is advantageous over other types of
lightning protection system-
• Enhanced Lightning Capture Efficiency:
• ESE air terminals have a superior ability to attract lightning strikes due to their design and triggering mechanism.
• They initiate an upward leader earlier than traditional lightning rods, increasing the chances of capturing the lightning
discharge.
• Extended Protection Radius:
• ESE systems offer a larger protection radius compared to conventional rods.
• This extended coverage ensures that a broader area around the installation is safeguarded.
• Beneficial Triggering Time:
• ESE air terminals trigger at a specific electric field strength, optimizing the timing of lightning interception.
• This timely triggering minimizes the risk of direct strikes to the protected structure.
• Reduced Maintenance Needs:
• ESE air terminals require less maintenance compared to traditional lightning rods.
• Their self-testing feature ensures ongoing functionality.
• Continuous Readiness:
• Once an ESE system intercepts a lightning strike, it immediately resets and is prepared for the next event.
• There is no significant downtime or delay between subsequent strikes.
How it Works?
• An ESE system is designed to capture and divert lightning strikes away from
structures. It operates based on the principle that when a thunderstorm approaches, the
electric field in the atmosphere increases significantly.
• The ESE air terminal contains an ion generator within itself. Sensing changes in the
environment and the possibility of a potential lightning strike, the device starts
creating ions. It emits a streamer into the air, which acts as a pathway for the
lightning discharge.
• As the electric field intensifies, the ESE system generates a leader streamer. This
streamer attracts the approaching lightning before it can strike the protected structure.
The ESE air terminal becomes the preferred path for the lightning discharge.
• Once the lightning is attracted, the ESE system safely conducts the discharge
current to the ground. The charges flow through the system’s down conductors and
grounding network. By providing a low-resistance path, the ESE system ensures that
the lightning energy dissipates harmlessly into the earth.

rod (1/2 inch) at steps.
Platform: Platform (minimum 10 mm thickness) with

The number, identification and name of lots comprising the Tender are:

Supply, Installation & Commissioning of Lightning Protection System for ERL as per technical
specification outlined in this tender document.
ITT 3.1 The source of public fund is : Bangladesh Petroleum Corporation
ITT 3.3 The name of the Development Partner is : None
ITT 5.1 Tenderers from the following countries are not eligible : Countries do not have
diplomatic/trade relationship with Bangladesh.
ITT 6.1 Goods and Related Services from the following counties are not eligible : Countries do not
have diplomatic/trade relationship with Bangladesh.

C. Qualification Criteria
ITT 15.1(a) Tenderer shall have a minimum of 08 (Eight) years of General experience in the supply of
Goods and related services.
ITT 15.1(b) The satisfactory completion of similar jobs of minimum Tk. 2.0 Crore under maximum 02
(Two) contracts in the last 08 (Eight) years i.e. years counting backward from the date of
publication of IFT in the e-GP System.
ITT 15.1(c) The minimum supply and/or production capacity of Goods is/ are: None.
ITT 16.1(a) The minimum amount of liquid assets i.e. working capital or credit line(s), net
of other contractual commitments is Tk. 2.5 Crore

D. Preparation of e-Tender
ITT Tenderer shall submit with its e-Tender the following additional documents:

2. Original purchase receipt for purchase of tender document (Scanned copy).
3. Project completion schedule.
4. Data Sheet/ Description/ Literature/ Catalogue/ Brochure in English for the quoted items.
5. Country of Origin: The country of origin of the offered material and name of the
Manufacturer with their address must be mentioned in the Offer.
6. Manufacturer Authorization: Authentic Manufacturer Authorization Certificate for Early
Streamer Emission (E.S.E.) Air Terminal, Lightning Strike counter and Remote Monitoring
Device.
7. A Certificate from the Manufacturer/ Tenderer to the effect that the materials quoted are
new and conform to the specifications desired by the Procuring Entity.
8. Supporting documents on previous experience of Tenderer and Manufacturer as mentioned
in clause ITT 15.1 (b). The Tenderer must submit user references (with full address, phone,
fax number and Email) for similar job done in last 08 (Eight) years. Proper Completion
Certificate, Documentary record of such experience and record of such supplies must be
attached along with the un-priced technical proposal.
9. Copy of different certifications such as CE & UL conformity certificate for Early Streamer
Emission (E.S.E.) Air Terminal.
ITT 23.2 Tenders are being invited in a single lot for the Complete Project.

ITT 27.1 The Tender validity period shall be 120 (One hundred and twenty) days after the last date of
Tender Submission.
ITT 29.2 The amount of the Tender Security shall be Tk. 7,50,000 (Taka Seven Lac Fifty Thousand)

ITT 36.1 The deadline for lodgement of e-Tenders is 12.30 P.M., November 05, 2023.

ITT 55.1 The amount of Performance Security shall be 10 (ten) percent of the Contract Price.

GCC 18.1 Scope of Supply : As specified in Section 7, Schedule of Requirements
GCC 22.2 One Copy of the Packing List must be placed inside each case. The Packing List must include item wise
descriptive list of materials, quantities of each item, gross and net weight for each package, package
identification no. etc.
The Outer packing must be clearly marked on at least four sides as follows:

GCC 23.1 The documents to be furnished by the Supplier as follows:
a. Copies of Supplier’s invoice showing goods’ description, quantity, unit price, total amount;
b. Delivery note, railway receipt, or truck receipt;
c. Manufacturer’s/ supplier’s warranty certificate (if any);
d. Inspection certificate issued by the nominated inspection agency (or PE) and/ or the supplier’s factory
inspection report (if any);
e. Certificate of origin, if any.
The PE shall receive the above documents at least one week before arrival of the Goods at the port or place
of arrival and, if not received, the Supplier will be responsible for any consequent expenses.

GCC 27.1 The method and conditions of payment to be made to the Supplier under this Contract shall be as follows:
On Delivery of Goods, Completion of Related Services and Acceptance: 100% (One Hundred) percent of
the Contract Price of the Goods delivered and completion of related services shall be paid within thirty (30)
days of submission of documents specified in GCC Clause 23.1 supported by the Acceptance Certificate
issued by the PE as per GCC Clause 24.
GCC 27.3 Payments shall be made in no case later than the days 30 after submission of an invoice by the Supplier, and
after the PE has accepted it.
GCC 27.5 The interest rate that shall be applied is 0% (Zero percent).

GCC 32.1 The inspections and tests shall be:

GCC 33.3 The period of validity of the Warranty shall be: 365 days from the date of provisional acceptance of
Lightning Protection system in ERL.
The supplier will have to take responsibility for replacement of any kind of equipment, systems, accessories,
spares etc. within the warranty period at his own expenses.
The place(s) of final destination(s) shall be: Eastern Refinery Ltd., North Patenga, Chittagong, Bangladesh.
GCC 33.6 The Supplier shall correct any defects covered by the Warranty within 30 days of being notified by the PE of
the occurrence of such defects.
GCC 35.1 The applicable rate for liquidated damages for delay shall be : 0.5% (Point five percent) of the Contract
Price per week until actual delivery or performance
The maximum amount of liquidated damages shall be: Ten (10%) percent of the Contract Price.

GCC 47.3(b) Arbitration shall take place in:
In the case of a dispute between the Purchaser and a Supplier who is a national of the Bangladesh, the
dispute shall be referred to adjudication or arbitration in accordance with the laws of the Bangladesh i.e.
Arbitration Act (Act No. 1 of 2001) of Bangladesh as at present in force.
