GROWTH PATTERN
INDUSTRIAL POLICY
Industrial development in India is influenced by both the central and state
governments. While the central government handles things like
transportation infrastructure and taxes, much of the development is shaped
by decisions made at the state level. For example, states like Gujarat and
Tamil Nadu have actively pursued industrialization as a strategy for
economic growth.
States are responsible for tasks such as acquiring land and creating
industrial infrastructure, often through government agencies. However,
there are some national-level projects, such as industrial corridors, where
the central government provides the overall plan, but the states handle the
actual implementation. This text focuses on two key tools for industrial
development Special Economic Zones (SEZs) and industrial corridors, where
the central government sets the vision, and the states carry out the projects.
Special Economic Zone (SEZs):
The Act were to attract domestic and foreign investment, promote
exports, create employment, and develop infrastructure.
Industrial Corridors:
1. The current focus on developing industrial corridors is part of a continuation
of earlier projects like the Golden Quadrilateral and the North-South and
East-West corridors.
2. The Twelfth Plan emphasizes cluster and regional industrial development.
3. The Plan suggests creating National Investment Manufacturing Zones
(NIMZs) and linking existing cities and regions through industrial
corridors to boost manufacturing in the country.
4. These industrial corridors are planned around the Dedicated Rail Freight
Corridors (DFCs), which are being developed by the Ministry of Railways.
5. The industrial corridor policy is relatively new, compared to Special
Economic Zones (SEZs), so there isn't much evidence yet on its impact
because many projects are still in the planning or implementation phase.
