What is childhood?
• refers to the state of
being a child

What is ADOLESCENCE?
• A period of psychological and
social transition between the
childhood and adulthood.
• The “transitional stage of
human development in which
a juvenile matures into an
adult”.
• Transitional includes
biological, social, and
psychological changes.
• A period of life between 10-19
years of age (WHO)

Presidential Decree No. 603 (1974)
All children shall be entitled to the right herein set
forth without distinction as to legitimacy or
illegitimacy, sex, social status, religion, political
antecedents and other factors.
1) Every child is endowed with the dignity and worth
of a human being from the moment of conception, as
generally accepted in medical parlance, and has,
therefore, the right to be born well.

(2) Every child has the right to a wholesome family life
that will provide him with love, care and
understanding, guidance and counselling, and moral
and material security. The dependent or abandoned
child shall be provided with the nearest substitute for
a home.

(3) Every child has the right to a well-
rounded development of his
personality to the end that he may
become a happy, useful and active
member of society.
The gifted child shall be given
opportunity and encouragement to
develop his special talents.
The emotionally disturbed or socially
maladjusted child shall be treated
with sympathy and understanding,
and shall be entitled to treatment and
competent care.

(4) Every child has the right to a balanced diet,
adequate clothing, sufficient shelter, proper medical
attention, and all the basic physical requirements of a
healthy and vigorous life.

(5) Every child has the right to be brought up in an
atmosphere of morality and rectitude for the
enrichment and strengthening of his character.

(6) Every child has the right to an education
commensurate with his abilities and to the development
of his skills for the improvement of his capacity for
service to himself and to his fellowmen.

(7) Every child has the right to full opportunities for safe
and wholesome recreation and activities, individuals as
well as social, for the wholesome use of his leisure
hours.

(8) Every child has the right to protection against
exploitation, improper influences, hazards and other
conditions or circumstances prejudicial to this physical,
mental, emotional, social and moral development.

community and a society
that can offer him an

pernicious influences and
conducive to the
promotion of his health
and the cultivation of his
desirable traits and
attributes,

both on their public and

(12)Every child has the right to grow up as
a free individual, in an atmosphere of
peace, understanding tolerance and
universal brotherhood, and with the
determination to contribute his share in
the building of a better world.

• Article Xlll, section 11 requires the State to adopt


an integrated and comprehensive approach to
“health development” available to all people at
affordable cost, giving special priority to children.

• Article XlV, section 2 (2) provides for free and


compulsory elementary and high school
education,

religion to children in schools, co long as the parents or
guardian of the child has given his her written consent.

• Article XlV, section 3(2): requires the state to defend the


right of children to assistance, including proper care and
nutrition, and provides for special protection from all

conditions prejudicial to their development.

whether legitimate or illegitimate,
within or without the family code,
which result in or is likely to result in
physical, sexual, psychological harm
or suffering, or economic abuse
including threats of such acts, battery,
assault, coercion, harassment, or
arbitrary deprivation of liberty.
Republic Act 7610: Special Protection for Children
Against Abuse, Exploitation and Discrimination
Act
• “It is hereby declared to be the
policy of the state to provide special
protection to children from all forms
of abuse, neglect, cruelty
exploitation and discrimination and
other conditions, prejudicial their
development; provide sanctions for
their commission and carry out a
program for prevention and
deterrence of and crisis intervention
in situations of child abuse,
exploitation and discrimination.”
Juvenile Justice and Welfare Act
(R.A.9344)
• Juvenile Justice and Welfare System – a system
dealing with children at risk and children in conflict
with the law, which provides child-appropriate
proceedings, including programmes and services for
prevention, diversion, rehabilitation, re-integration
and aftercare to ensure their normal growth and
development.
Magna Carta of Women (R.A. 9710)
• The Magna Carta of Women is
comprehensive women’s human rights law
that seeks to eliminate discrimination
against women by recognizing, protecting,
fulfilling and promoting the rights of Filipino
women, especially those in marginalized
sector.
International Laws
• UN Convention on
Rights of the child is a
comprehensive
internationally binding
agreement on the
rights of children, which
was adopted by the
United Nations General
Assembly in 1989. It is
the most widely ratified
human rights treaty in
history.
