the cornerstone of development and

Security- enacting appropriate
legislations to address threats
while protecting the nation’s
interests;
• Defense and Law Enforcement
Spending and Modernization-
strengthening the defense and
peace-keeping capacities of the
military and the police; and
• Strategic Industries/Flagship
Projects- renewing the emphasis on
sustained economic growth and national
security by pursuing strategic projects
under the Public Private Partnership
(PPP) or through the National Security
and Flagship Projects that focus on the
improvement of the country’s science
and technology, environmental and
