NSTP Program
NSTP, or the National Service Training
Program, is a government initiative in
the Philippines.
It serves as a civic education program
specifically designed for Filipino youth.
The primary purpose of NSTP is to
instill values of patriotism,
volunteerism, and social responsibility
in the youth.
Historical Background
National Service Training Program
(NSTP) was approved and signed
into law by then-President Gloria
Macapagal Arroyo on January 23,
2002.
The program consists of three
service components;
(1) The Reserve Officer’s Training
Corps (ROTC)
(2) The Literacy Training Service
(3) The Civil Welfare Training Service
PURPOSE
Reserve-Officers’ Training Corps
(ROTC) is a program
institutionalized under Sections 38
and 39 of Republic Act No. 7077
designed to provide military
training to tertiary-level students
in order to motivate, train,
organize, and mobilize them for
national defense preparedness.
Literacy Training Service” is a program
designed to train students to become
teachers of literacy and numeracy
skills to school children, out of school
youth, and other segments of society
in need of their service.
Civic Welfare Training Service refers to
programs or activities contributory to
the general welfare and the betterment
of life for the members of the
community or the enhancement of its
facilities, especially those devoted to
improving health, education,
environment, entrepreneurship, safety,
recreation and morals of the citizenry.
LEGAL FOUNDATION OF
NSTP
• The 1987 Philippine Constitution
serves as the bedrock for the National
Service Training Program (NSTP),
providing the legal foundation upon
which the program operates.
• This constitution outlines key
principles that align closely with the
objectives of NSTP, emphasizing civic
duty, national defense, and the pivotal
role of the youth in nation-building.
• RA 7077, also known as the
"Citizen Armed Forces of the
Philippines Reservist Act,” directly
relates to the NSTP program,
particularly the Reserved Officers'
Training Corps (ROTC) component.
NSTP ROTC cadets undergo
military training and education as
part of their civic education. RA
7077 provides the legal framework
for this training, ensuring that it
aligns with national defense and
security goals.
Commonwealth Act No. 1's
emphasis on national service and
preparedness served as a
precedent for subsequent
legislation, including the National
Service Training Program (NSTP)
established under Republic Act
9163. RA 9163 drew inspiration
from earlier laws like
Commonwealth Act No. 1 while
Presidential Decree No. 1706 may
have introduced certain provisions
that encouraged educational
institutions to incorporate civic
and military training into their
programs, setting the stage for
the later formalization of NSTP.
Executive Order (EO) 207, 1939
might have encouraged the
establishment of youth
organizations or initiatives
focused on civic engagement and
preparedness.
Republic Act 9163, also known as
the National Service Training
Program (NSTP) Act of 2001, is a
Philippine law that establishes a
program aimed at enhancing civic
consciousness and defense
preparedness among Filipino youth.
