Terminology …
 Petroleum means any liquid hydrocarbon or mixture of hydrocarbons, and any
inflammable mixture (liquid, viscous or solid) containing any liquid hydrocarbon;

 Petroleum Class A means petroleum having a flash-point below twenty-three


degrees Centigrade.

 Petroleum Class B means petroleum having a flash-point of twenty-three degrees


Centigrade and above but below sixty-five degrees Centigrade.

 Petroleum Class C means petroleum having a flash-point of sixty-five degrees


Centigrade and above but below ninety-three degrees Centigrade;

 Flash-point of any petroleum means the lowest temperature at which it yields a


vapor which will give a momentary flash when ignited.

Terminology …
 Prescribed means prescribed by rules made under Petroleum Act.

 Approved means where applied to an appliance or fitting, means that the appliance
or fitting bears a label of a designated testing organization certifying conformity with
a specification approved by the Chief Controller or with a laboratory test report
accepted by the Chief Controller, or where applied to any facility for petroleum,
means that it conforms to these rules;

 Chief Controller means the Chief Controller of Explosives, Controller means


Controller of Explosives includes Joint Chief Controller of Explosives, Deputy Chief
Controller of Explosives and Deputy Controller of Explosives;

Terminology …
 Competent person means a person recognized by the Chief Controller to be a
competent person, or a person who holds a certificate of competency for the job in
respect of which competency is required from an institution recognized by the Chief
Controller in this behalf.

 Container means a receptacle for petroleum not exceeding 1,000 liters in capacity.

 Hot work means any work which involves welding, burning, soldering, brazing sand
blasting, chipping by spark-producing tools, use of certain power driven tools, non-
flame proof electrical equipment or equipment with internal combustion engines and
including any other work which is likely to produce sufficient heat, capable of igniting
inflammable gases;

Terminology …
 OISD means “Oil Industry Safety Directorate” a technical body assisting the Safety
Council constituted under the Ministry of Petroleum and Natural Gas.

 Tank Trailer means a vehicle with a tank mounted thereon or built as integral part
thereof and constructed in such a manner that it has at least two axles and all its load
rests on its own wheels.

 Tank Vehicle means any vehicle; including a tank wagon with a tank of a capacity
exceeding 1,000 liters mounted thereon and also includes refueller used for refueling
of air crafts or onsite fuelling of heavy vehicles/machineries/stationery equipment.

Procedure for Delivering and Dispensing…

Delivering fuel to the site…

 The petroleum delivered or dispatched shall be of the class, and shall not exceed the
quantity which the person to whom it is delivered or dispatched is authorized to store
with or without license under the petroleum rule.

 Delivery of fuel to the site will be by approved tank vehicle or mobile Refueling tanks.

 Delivery may be into on-site mobile refueling tanks or directly into the equipment.

 Transferring fuel from the supplying tank vehicle to an on-site container only be allowed
if the container tank meets the requirements of the Petroleum Rules, 2002.

 Tank Vehicles shall be operated by a competent person.

Procedure for Delivering and Dispensing…

Dispensing fuel …

 This operation should be carried out in designated area only.

 Before starting dispensing, ensure proper earthing and bonding.

 All dispensing or transferring of fuel will be attended for the duration of the operation.
The attendant must be aware of proper fuel handling procedures to minimize the risk
of a spill and shall continuously scan the area adjacent to the fuelling operation for
possible leaks or spills.

 The transferring and dispensing of fuel will be done with flame proof pumping
equipment, an approved hose, and top-fill nozzle.

Procedure for Delivering and Dispensing…

Dispensing fuel …

 Ensure that a site-appropriate spill containment kit is readily available.

 Ensure availability of firefighting equipment readily available.

 When unreeling the fuel transfer hose and nozzle, the nozzle must be in the upright
position. The nozzle shall be kept clear of the ground when returned to the reel or
storage position.

 Ensure proper connection of hose at both the ends (tank vehicle & the equipment
being filled).

 Ensure proper earthing and bonding.

 The transfer of fuel must be stopped prior to overflowing, leaving room of 3 % to 5%

for expansion. Mobile refueling tanks and fuel tanks on vehicles and equipment are not

Dispensing fuel …

 The operation of moving equipment in the immediate area of a fuelling operation shall
be suspended.

 No Welding and burning (hot work) operations within 3 meters from the storage &
handling area are allowed.

 Maintain regular inspections of fuel systems and their components. Check for leakage,
deterioration, or damage, in accordance with the Construction Regulation.

Procedure for Storage of Petroleum …
 Storage of Petroleum products shall be done at designated storage area only.

 Storage area should be clean, dry free from obstruction, well ventilated, properly paved,
away from source of ignition, properly illuminated, having means of access control.

 Only Authorized persons are allowed to access the designated storage area.

 No License needed for import, transport or storage of small quantities of petroleum Class
A not intended for sale if the total quantity in does not exceed thirty liters.

 Petroleum Class A possessed without a license under this section shall be kept in
securely stoppered receptacles of glass, stoneware or metal which shall not, in case of
receptacles of glass or stoneware, exceed 1 Liter in capacity or, in the case of
receptacles of metal, exceed 25 Liters in capacity.

Procedure for Storage of Petroleum …
 No License needed for transport or storage of limited quantities of petroleum Class B if
the total quantity in his possession at any one place does not exceed 2500 Liters and
none of it is contained in a receptacle exceeding 1000 Liters in capacity.

 Petroleum Class C if the total quantity in his possession at any one place does not
exceed 45000 Liters and such petroleum is transported or stored in accordance with the
Petroleum rules, 2002 and amendments thereafter.

 Where the circumstances require, fuel may be stored in an approved mobile refueling
tank.

 Mobile fuelling tanks must be stored in an area where it cannot be hit by vehicles or
other equipment. The fuel storage area also must be located away from drainage

Procedure for Storage of Petroleum …
 All tank vehicles and mobile refueling tanks are to be properly labeled in accordance with
the Central Motor vehicle rule.

 Suitable type and size of Fire extinguishers shall be located near the fuel storage areas to
permit the extinguishing of fire. Workers shall be trained to use fire extinguishers.

 Smoking will not be permitted in the area of the fuel storage facility and "No Smoking"
signs will be posted. Smoking will not be permitted during any fuelling operation. "No
Smoking" signs are to be maintained in good condition.

 Waste oils, lubricants, greasy and oily rags, or other materials subject to spontaneous
combustion will be retained in a labeled container used for that purpose exclusively and
will be properly disposed of at frequent intervals.
 Appropriate emergency spill equipment will be available in the fuel storage area.
 No "hot work" shall take place within 3 meters of a storage zone.

Procedure for Storage and Handling of
Chemicals…
 Material Safety Data Sheet (MSDS) of all chemicals stored, handled at site should be
available.
 Supply of chemicals should be preferably in standard packing.

 The container of chemical should have proper sticker/Label. All chemicals should be
stored in the specific area / pre-identified location in stores at the time of receipt
according to compatibility.
 Full stock of chemicals should be stored in notified storage area on separate racks as
per the norms specified in MSDS according to compatibility.
 Appropriate lifting tackles are to be used while handling the drums/container.

Procedure for Storage and Handling of
Chemicals…
 Stock of oils and lubricants or any other hazardous chemicals should comply with the
local legal rules.

 All workmen chemicals shall wear appropriate PPEs, i.e. PVC Hand gloves, Face shield,
Safety shoes.

 Storage of chemicals should be monitored and safe methods / procedure followed to


mitigate the spillage of chemicals, hydrocarbons.

Procedure for Leakage and Spillage Control

 Any leakage or spillage of to be reported as per the incident procedure using Incident
report form EHS-SOP01-F01 and or Near Miss Incident report form EHS-SOP01-F03.
Incident investigation Form EHS-SOP01-F02 also to be used for the Incident
Investigation.

 Any leakage or spillage of chemical / material to be disposed off as per the local EHS
guidelines/ MSDS.

 Leakage / spillage of Oils/chemicals is to be collected in identified trays and disposed off


suitably.

 All workmen chemicals shall wear appropriate PPEs, i.e. PVC Hand gloves, Face shield,
Safety shoes.

Procedure for Leakage and Spillage Control

 For sites where petroleum and chemicals are stored, handled and used following
supplies shall be kept available to respond and contain any leakage or spillage.

 A commercially available kit recommended for a 40 gal spill typically contains:


• 3" dia. x 48" oil socks. Qty: 10
• 3" dia. x 10' oil socks. Qty: 3
• 17" x 19" oil pads. Qty: 40
• 18" x 18" x 2" pillows. Qty: 8
• Disposable material containment bags. Qty: 10
• Latex gloves. Qty: 2 pair
• Granular absorbent. Qty: 4 gal.
• Polyethylene salvage drum container. Qty: 1 with 55 gal. capacity

Procedure for Leakage and Spillage Control

 For sites where fuel is dispensed only (i.e., no storage facility), the following supplies
shall be kept available to respond to and contain a diesel fuel spill.

 A commercially available kit recommended for a 10 gal. spill typically contains:


• 3" dia. x 48" oil socks. Qty: 4
• 17" x 19" oil pads. Qty: 25
• Disposable material containment bags. Qty: 2
• Latex gloves. Qty: 1 pair
• Granular absorbent. Qty: 1 gal.
• PVC bag container. Qty: 1

If the site is within 30m of a waterway, the kit shall include absorbent boom supplies.

Responsibilities…
 RCM and Store In-charge is responsible for ensuring implementation of the above
Programme and taking necessary corrective and preventive actions required from time
to time.

 Site EHS Manager / Engineer is accountable to periodically inspect and ascertain


Safety Assurance. Raise Nonconformity if required.
