FLNG Preservation Management Philosophy
基本理念
Preservation Management Purpose

During all FLNG project Execution Phases. strictly implement the


material/equipment storage plan to ensure that the material/equipment does
not cause any damage, and provide guarantee for the smooth completion of
installation, commissioning and production planning.
This procedure provided a common approach towards construction
completion Preservation activities and may be periodically updated when
significant decisions impacting on Management Strategies” and/or
“Construction Completion Strategies” are made. Anytime,
vendor/manufacturer’s instruction shall be followed.
The Preservation procedure will be made available to all relevant parties
involved in the CONGON FLNG Project.
Preservation Management Flowchart
The overall preservation management is divided into three main phases as per the following:
 Home Office (from Project award to Material deliveries)
Develop the Preservation database; creation and standardization of the Check Sheets,
allocation to Tags and upload in the Preservation Management System tool.
 Construction (from Material deliveries to Mechanical Completion)
Overall Construction phase (including storage phase in warehouse or on laydown from
material delivery) will be punctuated by periodic Routine Preservation activities with the
support of dedicated Check Sheets allocated to the Tags.
 Commissioning, Operation and Maintenance (from Mechanical Completion to Start-up and
handover to COMPANY).
During that phase, most of the Preservation Program implemented during Construction
phase to reach Mechanical Completion will be applicable in addition to specific Check
Sheets (i. e. specific Commissioning Preservation activities). It will be conducted with
periodic Reinstatement Preservation activities.
Management Organization & Responsibilities

It is important to remind that the preservation at yard is everybody's


business for which warehouse, construction and CSU teams have to
be involved in the process as well as accountable.
In the organization chart the below positions have been identified to
achieve the preservation activities throughout the project EPCIC
phases.

Workforce Team
Responsibilities
Preservation Manager carries out the following activities:
• Manage and oversee the Preservation activities (including preparation & implementation
of tool, prior to Construction and CSU phases) 。
• Monitor and verify (with Preservation Coordinators & Engineers) that Preservation
database is available, consistent and ready for implementation at yard, take counter-
measures if necessary.
• Report on weekly and monthly basis to his management of the Preservation
management.
• Coordinate regular audit and corrective actions.
• Issue a weekly report, monitor work progress schedules and make the necessary
modifications in order to achieve deadlines and committed budget.
• Conduct on weekly basis Yard patrol related to preservation (including HSSE topics).
• Establish and ensure effective communication between all parties on the subject of the
preservation.
• Ensure the interface with the different parties involved in the preservation.
• Evaluate, allocate and assign preservation resources.
• Coordinate procurement of all preservative consumables required for all preservation
phases.
Responsibilities
Preservation Engineer carries out the following activities:

• Develop generic Preservation Check Sheets.


• Review and confirm assignment to each tag of the generic Preservation Check Sheet.
• Review the Vendor’s preservation procedures, clarify misalignment if required and ensure
they are approved in accordance with material Estimated Time of Arrival (ETA) at Yard.
• Highlight missing documents or reviews.
• Prepare and assign to tag the specific Preservation Check Sheet, if required.
• Check availability of the Vendor Preservation check list and certificates.
• Modify the Preservation Check Sheet in accordance with Vendor’s preservation
recommendations, if required.
• Support Yard Preservation Coordinators & Supervisors regarding corrective actions to be
implemented at Yard during storage, Construction & CSU phases .
Responsibilities
Preservation Coordinator carries out the following activities:
• Oversee the Preservation activities for his Respective Scope of Work.
• Monitor field application of Preservation tasks in accordance with Preservation Program, Check
Sheets and Vendor’s procedure.
• Review on Preservation Check Sheet, Vendor’s procedures and availability of preservation
consumables.
• Cross-check the Preservation Check Sheets submitted and filled out by Yard Preservation
Supervisors.
• Assist to the inspection of the material as soon as a ready for inspection.
• Issue a weekly report to the Preservation Manager and monitor work progress schedules.
• Conduct on weekly basis Yard patrol/walkthrough related to preservation (including HSSE
topics).
• Initiate the Regular Storage Preservation &/or Regular Field Preservation according to
procedure.
• Define, with support of Preservation Engineers, remediation measures in case of deviation to
the requirement.
• Monitor the corrective actions.
• Cross-check on spot that PMS tools is updated as per the field work done and associated
Check Sheets submitted.
• Prepare with PMS Coordinator the Preservation dossiers (i.e. Check Sheets compilation) to be

Yard Preservation Supervisor
In addition to be dedicated to Warehousing, Construction or CSU, Preservation Supervisors
will be specialized for each discipline such as Mechanical, Piping, Electrical & Instrumentation.
They will carry out the following activities:
• Monitor the preservation per discipline as per RSW.
• Oversee application of HSSE rules and maintain HSSE hazards awareness on daily
activities.
• Manage Preservation workforce teams and ensure timely application of Preservation
Program in accordance with Check Sheets.
• Approve Preservation Check Sheets prior to submitting to PMS Coordinator.
• Issue a weekly report to the Preservation Coordinator and monitor work progress
schedules.
• Define with Preservation Coordinator remediation measures in case of deviation to the
requirement.
• Monitor the Corrective Actions.
• Conduct on weekly basis, with Preservation Inspectors, Yard patrol/walkthrough related to
preservation (including HSSE topics).
• Report to Preservation Coordinator any lack of preservative products, disruption or
disorganization, perturbing correct application of Preservation activities by workforce teams.
Responsibilities
Yard Preservation Workforce Team

• Review weekly Preservation Program and ensure adequate resources


are available to complete all activities.
• Perform preservation activities as detailed on Preservation Check
Sheet.
• Highlight to all activities with proper warning signs and the specific
equipment energized or under pressure.
• Ensure availability at all time and purchase as required Preservative
consumables & products to perform preservation activities.
• Raise to Preservation Supervisor any bottleneck making a stop in
Preservation Program.
Yard Preservation Basic Guidelines
• Any specific requirements that are identified by the supplier/vendor that are not
covered in this manual will be followed.
• Some of the procedures and methods have been carried out by the equipment vendor or
manufacturer at the works. The module fabricator is required to comply, as far as possible, with
the vendor’s/manufacturer’s specific procedures.
• Following receipt of equipment at the fabrication yard, the condition of the packing, protection and
preservation shall be inspected.
• All electric motors, rotating equipment, instrument/electrical panels and control valves shall be
stored in a dust free warehouse. Temperature controlled environments will be provided for some
delicate equipment.
• All motors will be insulation tested on receipt, both phase to phase and phase to earth.
The condition of all protective treatment shall be regularly checked, with particular attention to the
following:
• Continuity of electrical power supply to items protected by cubicle heaters, heat lamps or similar
devices.
• Condition of desiccant in bags, where used.
• Pressure of nitrogen blanketing gas.
• Sealing of vapor inhibitors.
Inspection at Worksite
Equipment/Material shall be protected from receiving until the pre-commissioning
/commissioning stage, some or all of the following (include but not limited to)will be periodic
inspected.

• Protective covers, plugs and coatings shall be renewed if not intact or missing.
• Rust preventative coatings applied on exterior machined and threaded surfaces.
• If vapor phase inhibitors or desiccants are used to protect the interiors of mechanical
equipment, vessels or machinery, the seals shall be examined when the equipment is
received.
• Nitrogen pressure on pressure equipment with Nitrogen filling.
• vapor seals shall be protected until the equipment is serviced for installation or pre-
commissioning.
• Special care shall be taken regarding the storage condition (temperature/Humidity of storage
requirements, location).
• Special attention must be paid for stainless steel (austenitic and martensitic) equipment that
can be exposed to salt water or salt spray or blowing salty-sand during storage at yard.
• Equipment stored outdoors will be positioned off the ground and above ground water pooling.
