CHILD
DEVELOPMENT
SCHEME (ICDS)
•The ICDS scheme is one of the flagship
programme of GOI and represents one of
the world's largest and unique
programmes for early childhood care and
development. The beneficiaries under
the scheme are children in the age group
of 0-6 years, pregnant women and
lactating mothers.
•The women and social welfare ministry
started this scheme in 1975 under
National Children's policy.
Objectives
• 1. To improve the nutritional and health status of
children in the age group 0-6 years.
• 2. To lay the foundation for proper psychological,
physical and social development of the child.
• 3. To reduce the mortality, morbidity, malnutrition and
school drop-out rate of children.
• 4. To achieve effective coordination amongst the
various departments to promote child development.
• 5. To enhance the capability of mother to look after
the normal health and nutritional needs of the child
(through nutrition and health education).
• 6. To facilitate, educate and empower Adolescent Girls
(AGs) to enable them to become self reliant and
vigilant citizens.
PACKAGE OF SERVICES
UNDER ICDS
The ICDS Scheme offers a package of six services, viz.
• i. supplementary nutrition
• ii. pre-school non-formal education
• iii. nutrition & health education
• iv. Immunization
• v. health check-up and
• vi. referral services
The last three services are related to health and are
provided by Ministry / Department of Health and Family
Welfare.

ORGANIZATIONAL STRUCTURE
AND ACTIVITIES
•Instates, women and child development
ministries/departments conduct this scheme.
•ICDS is centered on anganwadi workers who are local
women. They are trained to provide services. There is
one supervisor for 20-25 anganwadi workers. They are
called "Mukhya Sevikas" or supervisors.
•Four Mukhya Sevikas and a hundred anganwadi
workers work under one Child Development Project
Officer (CDPO). Anganwadi workers play the role of
multipurpose workers while actively co-operating in
implementing this scheme.
Population Norms for

• Thepopulation norms for setting-up of Anganwadi centres (AWCs)
and mini Anganwadi centres (Mini-AWC) are as under:

A brief description about services under ICDS are


given here:
1. Supplementary Nutrition: The objective was set
to provide daily
•10 gm protein and 300 calories to every child,
•15-20 gm protein and 500 calories to pregnant or
lactating mother,
•20 gm protein and 600 calories to children affected
by serious malnutrition.

Now, supplementary daily nutritional norms are: (as per MOWCD,
2009).
It is expected that 40% of the targeted population will be benefited
by this scheme.
•2.Preschool Non-formal Education: Children who do
not go to school between the age group of 3-6 years are
imparted with AWCs, to develop desired attitude, behaviour
and values. It serves the purpose of play or creative school.
•3.Nutrition and Health Education: In this, nutrition and
health education is given to all women between the age of
15-45 years.
•4.Immunization: Immunization facilities against 12
Vaccine Preventable Disease (VPDs) are provided to
children, while pregnant women get Td (Tetanus-
Diphtheria) Vaccine.
•5.Health Check-up: It includes antenatal and postnatal
check-up, care of newborn and care of children under 6
years of age.
•6.Facilities for Adolescent Girls (AGs):
Nutrition Pro- gramme for Adolescent Girls
and Kishori Shakti Yojana are the important
features of this scheme.
•Under the nutrition programme adolescent
girls (11-15 yrs age group and 11-19 yrs age
group) with body weight 30 and 35
respectively are covered.
•6kg of free food grain per month is given to
identified adolescent girls.
Kishori Shakti Yojana – KSY
The ministry of women and child development
(MOWCD) is implementing a scheme named
Kishori Shakti Yojana (KSY) using the
infrastructure of ICDS. The scheme tar- gets
adolescent girls in the age group of 11 to 18
years for addressing their needs of self
development, nutrition and health literacy and
numerical skills, vocational skills etc. In
connection with KSY, MOWCD has formulated the
SABALA scheme to address the multi dimensional
problems of adolescent girls between 11 to 18
years.
•Poshan Abhiyaan (NNM) relates with the
anganwadi ser- vices/ICDS, Pradhan Mantri
Matru Vandana Yojana, JSY, NHM, SBM, Jal
Shakti and other ministries. These all are
converged with National
Nutrition Mission (NNM).
