Management of Change

The document outlines the Management of Change (MOC) process aimed at identifying and controlling potential process hazards due to changes in operations. It categorizes changes into hard and soft types, as well as permanent, temporary, and emergency changes, detailing the formats (MOC 1, MOC 2, MOC 3) used for documentation. Current practices include centralized control through an MOC application and tracking changes to ensure safety and compliance.

Management of Change:

Purpose: To Manage all the changes through a process that ensures identification and control of potential process hazards.
Change: Any deviation from design intent is called change

Sources of Changes
• Employee suggestion scheme
• Department / Unit SHE committee
• Cost optimization Energy / Water conservation
initiatives
• Benchmarking to other plant
• Statutory safety audits
• HAZOP study recommendations
• Process incident investigation recommendations.
• Sharing of best practices
DCS Data change
• Long term asset management plan (LAMP)
Document Change
Chemicals
• Any other source
HR Change
Type of Change:
• Hard Change: Physical changes that would appear on a P&ID.
• Soft Change: The soft changes would not necessarily appear on a P&ID.

 Permanent Change: A Change that will exist for the entire life of the plant.

 Temporary Change: Approved changes that have specific start & ending dates and are not intended to be permanent.

 Emergency Change: Changes that must be implemented immediately to correct existing hazardous conditions which pose an
immediate danger to life, property or the environment.

• Other Changes: Changes, which may affect OHS only. e.g. - Installing a new ladder or platform in plant, Floor paving changes in any of
the plant, Replacing flat CS plates with gratings, Providing railings around pits etc.

Current Practices for MOC at site
• All changes are processed through the MOC process for centralized control and tracking. MOC Application Power App
• This process does not apply to replacement in kind.
• A replacement that satisfies the original design specifications.
• Replacing the transmitter with a transmitter meeting the design specifications, Replacement of carbamate condenser with
same specifications, Replacement of E-510 tube bundle with exact specifications,
• Replacing an electric motor with of exact specifications etc.

• Permanent Change: MOC-1 format used permanent modification.

• Temporary Change: MOC-2 format used (changes that have specific start & ending dates and are not intended to be permanent).
• Other Changes: MOC-3 format used. Changes that may affect OHS only or outside the scope of MOC-1.
• Emergency change: Also routed through MOC-2 format.

 Everyone can view MOC status- initiated, pending, approved, and rejected through MOC Yara Power BI Report - Power BI
