PARTICIPATORY DEVELOPMENT

Presented by:
Cristelle Y. Talleon
PARTICIPATORY DEVELOPMENT

• Seek to engage local populations in

development
• Is a process through which
stakeholders can influence and share
control over development initiatives
and over the decisions and resources
that affect themselves.
ESSENTIAL REASONS ON
PARTICIPATORY DEVELOPMENT

• It strengthens civil society and the economy

by empowering groups , communities and
organizations to negotiate with institutions
and bureaucracies , thus influencing public
policy.
• It enhances the efficiency , effectiveness and
sustainability of development programs.
STAKEHOLDER IN PARTICIPATORY
DEVELOPMENT

• General public – those who are directly or indirectly

affected by the project (women’s , groups , individuals ,
and families , indigenous peoples , religious group)
• Government – civil servants in department , cabinets
• Representative Assemblies – elected government
bodies ( national , local ,district and municipal
STAKEHOLDERS AND PARTICIPATORY
DEVELOPMENT

• Civil Society Organizations – networks ,

national and international NGOs ,media ,
community based organization
• Private Sector – umbrella group representing
groups within private sector ,professional
associations
• Donor and International Financial
Institutions- resource providers and
development partners
TWO PERSPECTIVE OF
PARTICIPATORY DEVELOPMENT

1.Social Movement Perspective – defines

participation as the mobilization of people to eliminate
unjust hierarchies of and knowledge , power and
economic distribution.
Empowerment Participation – is when primary
stakeholders are capable and willing to initiate the
process and take part in the analysis.
TWO PERSPECTIVE OF PARTICIPATORY
DEVELOPMENT

• 2. Institutional Perspective – defines participation as the

reach and inclusion of inputs by relevant groups in the design
and implementation of a development project.
Development Project – initiated by an activist external to the
community involved , is a process by which problem issues in a
community can be divided into stages ,and this divisions
facilities assessment of when and to what a degree a
participatory approach is relevant
Community participation – is an active process by which
beneficiary or client groups influence the direction execution of
a development project with a view of enhancing their well
being in terms of income , personal growth , self –reliance or
STAGES OF PARTICIPATORY DEVELOPMENT PROJECT
FROM AN INSTITUTIONAL PERSPECTIVE

1.Research Stage is where the development

problem is accurately defined.
2.Design Stages defines the actual activities.
3.Implementation Stage is when the planned
intervention is implemented.
4.Evaluation Stage participation ensures that
the most significant changes are voiced ,
brought to common attention and assessed .
STAGES OF PARTICIPATORY DEVELOPMENT PROJECT
FROM AN INSTITUTIONAL PERSPECTIVE

5.Passive participation is the least participatory of the four

approaches. Primary stakeholders of a project participate by being
informed about what is going to happen or has already
happened. People’s feedback is minimal or non- existent, and
their participation is assessed through methods like head
counting and contribution to the discussion (sometimes referred
to as participation by information).
6.Participation by consultation is an extractive process,
whereby stakeholders provide answers to questions posed by
outside researchers or experts. Input is not limited to meetings
but can be provided at different points in time. In the final
analysis, however, this consultative process keeps all the

PROJECT FROM AN INSTITUTIONAL PERSPECTIVE

• Participation by collaboration forms groups of primary

stakeholders to participate in the discussion and analysis of
predetermined objectives set by the project. This level of
participation does not usually result in dramatic changes in what
should be accomplished, which is often already determined. It
does, however, require an active involvement in the decision-
making process about how to achieve it. This incorporates a
component of horizontal communication and capacity building
among all stakeholders—a joint collaborative effort. Even if
initially dependent on outside facilitators and experts, with time
collaborative participation has the potential to evolve into an
KEY ELEMENTS OF PARTICIPATORY
DEVELOPMENT

• Process: Growth of consciousness and group

identity. The realization of the creative
potential of the poor.
• Empowerment: The process of reconstructing
a group identity, raising consciousness,
acquiring new skills and upgrading their
knowledge base.
• Participation: Power to break the vicious
circle of poverty.
VARIATIONS OF PARTICIPATORY

• Manifestation
• Implementation
• Benefits
• Criticism
SOCIAL WORK IN PARTICIPATORY

• in social work, participatory development empowers

communities to lead in defining and solving their own
problems. It shifts from a top-down approach, where
external agencies dictate solutions, to a collaborative
model where social workers act as facilitators,
supporting community members to identify needs,
design interventions, implement strategies, and
evaluate outcomes. This approach fosters self-
reliance, ownership, and sustainability, ensuring that
development initiatives genuinely address the

Development, where communities lead projects, to traditional
top-down methods. It shows two main ways of doing
Participatory Development: one where communities have full
control and another where they give input to pre-planned
projects. The study looks at how much communities are
involved, from simply being told about a project to actively
making decisions. It also breaks down Participatory
Development projects into four steps: planning, designing,
doing, and checking the results. Importantly, it stresses that
communities must truly lead, and warns against just
pretending to involve them. Successful Participatory
Development helps communities become aware of their
