Oil tankers more than 150GT shall be provided with slop tank to transfer dirty ballast residue and tank washings from cargo tank with adequate transfer means. It is also provided with arrangement for effluent discharge into the sea in compliance with regulation 34 of this Annexe.Slop tank provided with not less than 3% of oil carrying capacity of ship.Oil tankers of 70000DWT and above delivered after 31DEC 1979 shall be provided with at least 2 slop tanks.Slop tanks are so designed in respect of position of inlet, outlet so as to avoid excessive turbulence or entrainment of oil or emulsion with water. • Define ‘from the Nearest Land’. • Nearest Land : Baseline from which territorial sea of the territory in question is established in accordance with International Law. Base line is low water line along the stretch of a coast. • Define Clean Ballast as per Annex-1. • The ballast in a tank which since oil was last carried therein, has been so cleaned that effluent therefrom if it were discharged from a ship which is stationary into clean calm waters on a clear day would not produce visible traces of oil on the surface of the water or on adjoining shorelines or cause a sludge or emulsion to be deposited beneath the surface of the water or upon adjoining shorelines. If the ballast is discharged through an approved oil discharge monitoring and control system, evidence based on such a system to the effect that the oil content of the effluent did not exceed 15 parts per million shall be determinative that the ballast was clean, notwithstanding the presence of visible traces. Marine pollutant label shows dead tree and dead fish in black colour. • (2) The method of marking the correct technical name and of affixing labels on packages containing a harmful substance shall be such that this information will still be identifiable on packages surviving at least three months' immersion in the sea. In considering suitable marking and labelling, account shall be taken of the durability of the materials used and of the surface of the package. • (3) Packages containing small quantities of harmful substances may be exempted from the marking requirements.* MINOR QUESTIONS AND ANSWERS • List special areas as per Annexe 5. • Special area means a sea area where for recognized technical reasons in relation to its oceanographic and ecological condition and to the particular character of its traffic the adoption of special mandatory methods for the prevention of sea pollution by garbage is required. • The Mediterranean Sea area, The Baltic Sea area, The Black Sea area, The Red Sea area,The Gulfs area, The Antarctic area, The North Sea Area , The Wider Caribbean Region –includes the Gulf of Mexico & the Caribbean sea are special areas under Annexe 5. • As per BW convention, state Ballast water exchange requirements. • Under the BW convention, all ships operating in international waters need to manage their ballast water and sediments either to ‘D1’ OR ‘D2’ standard as per ship specific ballast water management plan. D1 is only a interim system and All ships are required to comply with D2 system by 08 Sept 2024. D2 system is essentially a treatment system and should be of approved type. • Regulation D1 : (Ballast water exchange standard (Interim)) • It does not require any retrofit and hence can be complied almost instantaneously by existing ships. This method is based on the fact that invader species from coastal water can not survive in deep water and deep water species can not survive in coastal waters. When replacing ballast water at deep sea, regulation D1 requires at least 95% of the ballast water to be exchanged. • Ballast water exchange should be done >=200 nm from nearest land and in depth >= 200 mtrs. • If not possible then >=50 nm from nearest land and in depth >=200 mtrs. • In sea areas where distance and depth criteria can not be met, port states may designate BWE areas. Ships are not required to delay or deviate from intended voyage for BWE. It contains : procedure to be followed by the master or other persons having charge of the ship to report an oil pollution incident , the list of authorities and contact details for persons to be contacted in the event of an oil pollution incident such as DPA, P&I, agent and port authorities, salvage companies, Oil spill collection organisations etc.,a detailed description of the action to be taken immediately by persons on board to reduce or control the discharge of oil following the incident,the procedures and point of contact on the ship for coordinating shipboard action with national and local authorities in combating the pollution.(the diagrammatic arrangement of the pumping system,)Inventory of SOPEP material and location of SOPEP locker etc.Attachments: Principal particulars, GA plan, capacity plan, midship plan, shell expansion plan etc.SOPEP locker should be immediately available for any oil spill. • SMPEP :Every ship of 150 gross tonnage and above certified to carry noxious liquid substances in bulk shall carry on board a shipboard marine pollution emergency plan for noxious liquid substances approved by the Administration. SMPEP should be reviewed at least annually to reflect changes in legislation, contact details, vessel equipments and changes in company procedure.Such a plan shall be based on the Guidelines developed by the Organization and written in a working language or languages understood by the master and officers. The plan shall consist at least of: the procedure to be followed by the master or other persons having charge of the ship to report a noxious liquid substances pollution incident, the list of authorities or persons to be contacted (with their addresses n contact nos.] in the event of a noxious liquid substances pollution incident, a detailed description of the action to be taken immediately by persons on board to reduce or control the discharge of noxious liquid substances following the incident and the procedures and point of contact on the ship for coordinating shipboard action with national and local authorities in combating the pollution, Damage stability and hull stress calculations.In the case of ships to which regulation 37 of Annex Iof the Convention also applies, such a plan may be combined with the shipboard oil pollution emergency plan. In this case, the title of such a plan shall be ‘‘Shipboard marine pollution emergency plan’’. Ozone layer Depletion occurs when ODS gases break down the Ozone molecules through several chemical reactions.Intensity of breakdown differs greatly based on the geographical locations. • CFCs,HCFCs,CCl4 normally found in Aerosols n refrigerant gases when released in the atmosphere reach the Stratosphere where the UV radiation from the sun causes them to break apart & release Cl2 atoms which react with the O3 thereby reducing its concentration. • Hole in Ozone causes UV radiations from SUN to reach earth and chiefly responsible for skin cancer. • Hence the substances such as CFC, HFC and HCFC are called as ozone Depleting Substances (ODS). • ORB :Every oil tanker of 150 gross tonnage and above and every ship of 400 gross tonnage and above other than an oil tanker shall be provided with an Oil Record Book Part I (Machinery space operation. )Every oil tanker of 150 gross tonnage and above shall be provided with an Oil Record Book Part II (Cargo/Ballast Operations). It’s Mandatory under Reg 36 and to be retained for 3 years from date of last entry. ORB part 1 should include all operations involving sludge/bilge/oil and related to machinery space. ORB Part 2 includes all operations involving cargo, ballast in cargo tanks, tank cleaning, cow etc.
