Rationale
● Pursuant to Section 8 of RA No. 11315, otherwise
known as the CBMS Act, the cities and municipalities
that conducted the CBMS are allowed to maintain
their CBMS database for use in local-level planning
and program implementation.
● It is in this context that those cities and municipalities
covered by the PSA implementation of the CBMS in
2024 be given the opportunity to access their data files.
● The PSA shall conduct a data turnover ceremony and
consequently the granting to Local Government Units
(LGUs) access to their respective LGUs’ CBMS data.

Data Turnover Requirements
1. Designation Order of the Data Protection Officer (DPO), including the contact information
(email address and contact number);
2. Designation Order of the City/Municipal Statistician, including the contact information
(email address and contact number);
3. Certificate of availability of server or desktop computer for the CBMS database with
antivirus and security features, including the specifications;
4. Details of the location where the local CBMS database will be lodged;
5. Scanned Copy of National Privacy Commission (NPC) Registration Certificate of the
LGU or proof of registration or application for renewal (if certification is not yet available);
6. Duly subscribed Attestation stating that the LGU has a Data Privacy Manual and the year
of its latest available version;
7. Plans and programs for managing and securing data; and
8. Certification stating significant findings on the Privacy Impact Assessment conducted, if
applicable.
Provided that, the LGU shall inform the PSA if a new DPO has been appointed or if there are
changes in the plans and programs for managing and securing the data. The LGU shall submit the 7
required documentation and contact information for this purpose. Page 3
