Big Three at
Versailles?  The Big Three - Lloyd George, Clemenceau and Wilson
Who attended the peace
conference?
 Delegations from 32 countries.
 The “Big Three”.
 Woodrow Wilson, President of the USA.
 Georges Clemenceau, Prime Minister from France.
 David Lloyd George, Prime Minister from the UK.
 Russia was not invited, it was seen as a traitor for leaving the war,
making public several secret Allied agreements, not paying back loans,
and well, being communists.
 Germany was not invited… It was Germany…
 Neither were the Austria-Hungarian Empire or the Ottoman Empire.
 China was the only Nation who refused to sign, because the treaty was
giving German Colonies in China to Japan instead of China.
In case you are wondering who
attended.  Other delegations went, seeking their
own region’s recognitions as
 -Australia  -Italy
independent countries, but most of
 -Bolivia  -Japan them were ignored, here’s some of
 -Belgium  -Liberia them:
  -New Zealand
-Brazil  Arab delegation (France and Uk wanted
 -Nicaragua
 -Canada to keep the territories as their colonies)
 -Panama
 -China  Ethiopian Empire, seeking to be
 -Peru
 -Cuba considered as a civilized state and not a
 -Poland
 -Czechoslovakia “barbarous state”.
 -Portugal
 -Ecuador  Irish Republic, the British made sure
 -Romania
 -France they were ignored.
 -Kingdom of the Serbs, Croats and Slovenes
 -Greece  Kurdish Delegation, ignored. The
(Later Yugoslavia)
 -Guatemala  -Siam (Later Thailand) current situation of the Kurds’ lack of a
 -Haiti 
nation still creates problems in Turkey
-South Africa

and Syria today.
-Hejaz (Later part of Saudi Arabia)
 -United Kingdom

 Vietnam, seeking independence from
-Honduras  -United States

France. Ignored. Eventually led to the
-India  -Uruguay
Vietnam War conflict.
What was discussed?

 The cost of war.


 30 Million dead, wounded or missing.
 Only in France, 20.000 industrial sites destroyed, 2.5 Million hectares of agricultural land
were ruined, 20.000 Km of canals ruined, 2.000 bridges, 60.000 Km of roads and 5.000 Km of
railway lines wrecked.
 A new world order.
 Unstable conditions.
 Fear of Revolutions everywhere.
 Spanish Flu Epidemic.
 Wartime treaties.
 Many commitments were made during the war, some in secret.
 They had to revise what each country had done according to those treaties.
 Public expectations.
 Many of these countries were democracies, so there were expectations back home that the
representatives had to… represent.
What did Woodrow Wilson want?
(USA)
 The USA stated that they were fighting
for World Peace, not to extend their
empires, so they did not ask for
indemnities.
 Germany has to accept some
punishment for the unrestricted
submarine warfare.
 Wilson’s 14 Points.

 He wanted stability in the world and


the possibility to do business without
war interfering.
14 Points
 No more secret treaties.
 No restrictions for ships sailing the seas during peace or wartime.
 Barriers to free trade should be removed (tariffs).
 Armament in each country should be reduced to be only used in defense.
 Disputes about colonies should take into account the interests of the people in the colony and the
governing country.
 German troops must leave Russia.
 Belgium’s independence must be restored and German troops should leave Belgium.
 The provinces of Alsace and Lorraine must be returned to France.
 The Italian borders must be adjusted to match the nationality of those who live there.
 Groups in the Austro-Hungarian Empire must be granted Self-Determination.
 Romania, Serbia and Montenegro should be created, and Serbia should have access to the Sea.
 The Turkish parts of the Ottoman Empire should form one country. Other nationalities should be allowed to
form their own countries.
 Poland should be created, with access to the Sea.
 A League of Nations should be formed to guarantee independence and secure boarders
What did Georges Clemenceau
want? (France)
 Germany had already won a war against France in 1870 and taken Alsace and
Lorraine from them.
 Germany should stop being a threat.
 Germany must be weak.
 Germany should pay the reconstruction of Europe.
 He demanded:
 Disarmament from Germany’s army, navy and air force.
 High reparations to be paid.
 Return of Alsace and Lorraine.
 The province of Saarland.
 The Rhineland should become an independent state to be “buffer zone” between
France and Germany.
 Some of German colonies.
What did Lloyd George want? (UK)
 During elections, he had promised Germany
would pay the full cost of the War.
 But in the conference, he took a more moderate
position than France’s.
 Not motivated by revenge, but to reestablish
British imperial power.
 He wanted:
 To establish a balance of power in Europe, so no
single country could dominate the continent.
 Return to the trading relationships before the war
that had made the UK very rich.
 Preserve British Naval Supremacy.
