FORWARD: ADIVAYAN YOUTH HEALTH
CENTER- A SCHOOL-BASED PROGRAM
ADDRESSING ASRH ISSUES IN BENGUET,
PHILIPPINES

BENGUET STATE UNIVERSITY
 Founded in 1916 at La Trinidad, Benguet.
 On January 12, 1986, the college was converted to a state university by virtue of
Presidential Decree (PD) No. 2010 signed by President Ferdinand E. Marcos.
 With three campuses: La Trinidad, Buguias, and Bokod, Benguet and more than 10,
000 students yearly.
 At present BSU is awarded SUC Level IV, the highest category in the SUC leveling
classification of State Universities and Colleges by the Commission on Higher
Education
COLLEGE OF NURSING
 Offers the Bachelor of Science in Nursing
 Instruction programs (academic and practicum)
 Research Programs, e.g., adolescent and men reproductive health and sexuality, maternal
and child nursing, family planning
 Outreach and Extension programs, e.g., Reproductive Health Care Center, Adivayan
Youth Health Center, Municipal Leadership and Governance Program
 Level IV Re- accredited status, the highest accreditation level awarded by the
Accrediting Agency of Chartered Colleges and Universities in the Philippines
(AACCUP)
 Awarded Exemplary Passing Performance and having ranked among top five in the
Nurse Licensure Examination (2014- 2019) among all participating nursing schools
in the Philippines
HISTORY
 REPRODUCTIVE HEALTH CARE CENTER
 April 1994 – December 1997
 John Hopkins Program for International Education in Reproductive
Health (JHPIEGO)
 Served as a resource learning center on reproductive health for
midwifery and BS Nursing students
 Service provider for cervical screening, artificial and natural family
planning methods
 Provided regular feedback/ reports to the partner agencies
REPRODUCTIVE HEALTH AND SEXUALITY: A SURVEY AMONG 15- 19
YEARS OLD STUDENTS OF BENGUET STATE UNIVERSITY
 Objective: Determine the extent of knowledge,
awareness, and the attitude on reproductive health
and sexuality, gender and norms towards sexual
activities
 Participants: Convenience sampling, 322 students
participated in the survey.
 Analysis: Descriptive statistics
 Results
 Knowledge to RPRH law is significantly high
 Aware on the adolescent and youth reproductive health
guidance and counseling program- all programs of the
RH Law are seen in hospitals, clinics including schools
and health care organizations. However, proscription of
abortion and management of abortion complications
and men’s responsibility and involvement and men’s
reproductive health got lower results.
 Most girls who have sex before marriage regret it
afterwards (51.86%) and most boys who have sex before
marriage regret it afterwards (18.63%), have opposing
results. They agreed that, I think that you should in love
with someone before having sex with them (44.4%).
However, they generally agreed on the items that, I
believe that girls/ boys should remain virgin until they
marry.
 They disagreed that, I am confident that I can insist on
condom use every time I have sex (44.4%).
 Conclusion and Recommendations
 Adolescents have real sexuality and reproductive health issues that need
be addressed.
 The implementation of RH Law is in place, with programs on adolescents
school setting is continuously supported by the government.
 The perceptions about sexual activities and used of preventive measures
teenage pregnancy/STI/HIV is somewhat to intervene
 The involvement of young people in programs is highly recommended,
local sexual health services for accessibility and suitability should be the
step.
 Establishment of a teen center in the University.
ADIVAYAN YOUTH HEALTH CENTER
 August 2016 to Present
 The main goal of the Benguet State University
(BSU)- Adivayan Youth Health Center- an
institutionalized, school- based program, is to
create a diverse, innovative, affordable, and age-
appropriate promotion of sexuality and
reproductive health services to address health-
related issues and problems of the youth aged 10-
19 years old in Benguet province, Philippines.
 Partnership with Commission on Population and
Development and Department of Health, Cordillera
Administrative Region and Provincial Health Office,
Benguet
STATISTICS
 Increasing cases of teenage deliveries (24%), HIV/AIDS
infection (9%) and cervical cancer (12 Filipino women die
everyday) (DOH- CAR, 2016).
 YAFS (2014), 12.9% only of adolescents surveyed reported to
have used condoms in sexual activities.
 Men have sex with men (44.7%) got the highest mode of
transmission, and Bi- sexual contact (25.8%) (DOH-CAR,
2016).
THE FIVE PROJECT OBJECTIVES
 Provision of holistic and age-appropriate sexuality and reproductive health programs;
 Reach out to the less fortunate men and women and out-of-school youth, and to break
stereotypes or misconceptions of health-related issues;
 Help out in the reduction of teenage pregnancy in Benguet and in the Cordillera
Administrative region;
 Establish a referral system to accommodate at-risk clients and health-related cases of the
youth;
 Ensure a system of continuing education and development of the youth counselors,
teachers, Primary Health Care Providers and Workers, and peer educators/facilitators; and
 Sustain as a ‘catchment facility’ hub, training center for Primary Health Care Providers in
Local Government Units and Teachers and to engage adolescents as champions for health
and youth development in Cordillera Region.
 This presentation will report the salient findings and
implications of the first phase evaluation conducted
after three years implementation of the program.
PROGRAMS
 Since 2016, we conducted meetings and consultations with the
stakeholders in the University. Memorandum of Agreement was
forged with the Commission on Population and Development for
supervision and initial funding support (2016- 2017) .
 Adolescent, facilitators, and peer trainings were conducted.
 Series of lectures on ASRH particularly on sexuality and RH,
prevention of teen pregnancy, STI/HIV/AIDS, and cervical cancer
that were facilitated and funded by Gender and Development
Office (2018- 2020), Department of Health and Commission on
Population and Development.
EVALUATION SURVEY
 In June 2019, we conducted a programmatic evaluation
and 375 students (66% females, 21% males & 13%
LGBTQ+) consented and participated in the survey.
 We used modified HEEEADSSS Assessment Scale and
document reviews to collect data.
 Frequency and percentage used to report salient findings
on sexuality and reproductive health part of survey.
SUCCESSES
We noticed good practices
timely monitoring and recording of teen
pregnancy cases;
distribution of information education
campaign materials; and
conducted peer education sessions among
students quarterly

 The ASRH topics were approved by the University to be
integrated in the National Service Training Program
curriculum that caters Level 1 students in all University
programs and will be funded by the Gender and
Development Office.
 At least 12 RH infographics were developed by the
participating peer educators to be used in future RH
activities.
 The program noticed significant marked decrease of 75%
of teen pregnancy cases in the three campuses in 2018.

PITFALLS
42.6% claimed they had romantic relationship
versus 10.4% sexual relationship
72% reported not to use protection like
condom if they are sexually active, and 77%
claimed are comfortable of having early sex.
23.2% felt pressured or uncomfortable
about having sex
Interestingly, 76% of the young
population know about contraception
protection against STIs.
MOVING FORWARD!
 The vast outreach and extension activities regularly conducts in
order to address the pressing adolescent RH issues challenging
Filipino youth is a proof of the commitment of BSU in partnership
with Commission of Population and Development, Department of
Health and other organizations to sustain this program.
 An intensive trainings, capacity building activities and massive
visibility efforts of the program to all affected stakeholders are
equally important to do both in the school and community.

 More investment to elementary and high school teachers in
teaching ASRH topics needs to explore.
 Comprehensive Sexuality Education
 HIV/ AIDS programs in the province of Benguet (HIV
High School Teachers, started in 2019)
 Continuous monitoring and evaluation of the program is
recommended.
 Partnerships with other line agencies (GOs and NGOs) needs to be
sustained.

BENGUET STATE UNIVERSITY  Founded in 1916 at La Trinidad, Benguet.  On January 12, 1986, the college was converted to a state university by virtue of Presidential Decree (PD) No. 2010 signed by President Ferdinand E. Marcos.  With three campuses: La Trinidad, Buguias, and Bokod, Benguet and more than 10, 000 students yearly.  At present BSU is awarded SUC Level IV, the highest category in the SUC leveling classification of State Universities and Colleges by the Commission on Higher Education

HISTORY  REPRODUCTIVE HEALTH CARE CENTER  April 1994 – December 1997  John Hopkins Program for International Education in Reproductive Health (JHPIEGO)  Served as a resource learning center on reproductive health for midwifery and BS Nursing students  Service provider for cervical screening, artificial and natural family planning methods  Provided regular feedback/ reports to the partner agencies

REPRODUCTIVE HEALTH AND SEXUALITY: A SURVEY AMONG 15- 19 YEARS OLD STUDENTS OF BENGUET STATE UNIVERSITY  Objective: Determine the extent of knowledge, awareness, and the attitude on reproductive health and sexuality, gender and norms towards sexual activities  Participants: Convenience sampling, 322 students participated in the survey.  Analysis: Descriptive statistics
  • 6.  Results  Knowledge to RPRH law is significantly high  Aware on the adolescent and youth reproductive health guidance and counseling program- all programs of the RH Law are seen in hospitals, clinics including schools and health care organizations. However, proscription of abortion and management of abortion complications and men’s responsibility and involvement and men’s reproductive health got lower results.
  • 7.  Most girls who have sex before marriage regret it afterwards (51.86%) and most boys who have sex before marriage regret it afterwards (18.63%), have opposing results. They agreed that, I think that you should in love with someone before having sex with them (44.4%). However, they generally agreed on the items that, I believe that girls/ boys should remain virgin until they marry.  They disagreed that, I am confident that I can insist on condom use every time I have sex (44.4%).
  • 8.  Conclusion and Recommendations  Adolescents have real sexuality and reproductive health issues that need be addressed.  The implementation of RH Law is in place, with programs on adolescents school setting is continuously supported by the government.  The perceptions about sexual activities and used of preventive measures teenage pregnancy/STI/HIV is somewhat to intervene  The involvement of young people in programs is highly recommended, local sexual health services for accessibility and suitability should be the step.  Establishment of a teen center in the University.

ADIVAYAN YOUTH HEALTH CENTER  August 2016 to Present  The main goal of the Benguet State University (BSU)- Adivayan Youth Health Center- an institutionalized, school- based program, is to create a diverse, innovative, affordable, and age- appropriate promotion of sexuality and reproductive health services to address health- related issues and problems of the youth aged 10- 19 years old in Benguet province, Philippines.

STATISTICS  Increasing cases of teenage deliveries (24%), HIV/AIDS infection (9%) and cervical cancer (12 Filipino women die everyday) (DOH- CAR, 2016).  YAFS (2014), 12.9% only of adolescents surveyed reported to have used condoms in sexual activities.  Men have sex with men (44.7%) got the highest mode of transmission, and Bi- sexual contact (25.8%) (DOH-CAR, 2016).
  • 12. THE FIVE PROJECT OBJECTIVES  Provision of holistic and age-appropriate sexuality and reproductive health programs;  Reach out to the less fortunate men and women and out-of-school youth, and to break stereotypes or misconceptions of health-related issues;  Help out in the reduction of teenage pregnancy in Benguet and in the Cordillera Administrative region;  Establish a referral system to accommodate at-risk clients and health-related cases of the youth;  Ensure a system of continuing education and development of the youth counselors, teachers, Primary Health Care Providers and Workers, and peer educators/facilitators; and  Sustain as a ‘catchment facility’ hub, training center for Primary Health Care Providers in Local Government Units and Teachers and to engage adolescents as champions for health and youth development in Cordillera Region.
  • 13.  This presentation will report the salient findings and implications of the first phase evaluation conducted after three years implementation of the program.
  • 14. PROGRAMS  Since 2016, we conducted meetings and consultations with the stakeholders in the University. Memorandum of Agreement was forged with the Commission on Population and Development for supervision and initial funding support (2016- 2017) .  Adolescent, facilitators, and peer trainings were conducted.  Series of lectures on ASRH particularly on sexuality and RH, prevention of teen pregnancy, STI/HIV/AIDS, and cervical cancer that were facilitated and funded by Gender and Development Office (2018- 2020), Department of Health and Commission on Population and Development.
  • 15. EVALUATION SURVEY  In June 2019, we conducted a programmatic evaluation and 375 students (66% females, 21% males & 13% LGBTQ+) consented and participated in the survey.  We used modified HEEEADSSS Assessment Scale and document reviews to collect data.  Frequency and percentage used to report salient findings on sexuality and reproductive health part of survey.
  • 16. SUCCESSES We noticed good practices timely monitoring and recording of teen pregnancy cases; distribution of information education campaign materials; and conducted peer education sessions among students quarterly
  • 18.  The ASRH topics were approved by the University to be integrated in the National Service Training Program curriculum that caters Level 1 students in all University programs and will be funded by the Gender and Development Office.  At least 12 RH infographics were developed by the participating peer educators to be used in future RH activities.  The program noticed significant marked decrease of 75% of teen pregnancy cases in the three campuses in 2018.
  • 21. PITFALLS 42.6% claimed they had romantic relationship versus 10.4% sexual relationship 72% reported not to use protection like condom if they are sexually active, and 77% claimed are comfortable of having early sex.
  • 22. 23.2% felt pressured or uncomfortable about having sex Interestingly, 76% of the young population know about contraception protection against STIs.
  • 23. MOVING FORWARD!  The vast outreach and extension activities regularly conducts in order to address the pressing adolescent RH issues challenging Filipino youth is a proof of the commitment of BSU in partnership with Commission of Population and Development, Department of Health and other organizations to sustain this program.  An intensive trainings, capacity building activities and massive visibility efforts of the program to all affected stakeholders are equally important to do both in the school and community.
  • 25.  More investment to elementary and high school teachers in teaching ASRH topics needs to explore.  Comprehensive Sexuality Education  HIV/ AIDS programs in the province of Benguet (HIV High School Teachers, started in 2019)  Continuous monitoring and evaluation of the program is recommended.  Partnerships with other line agencies (GOs and NGOs) needs to be sustained.
