Dr. Sabar is a tenured full-time Political Science Professor at the Technological Institute of the Philippines Quezon City. As a policy scholar and a researcher, she crafted policies in various local government units. She is a member of the University of the Philippines Alumni Association having obtained a Master of Public Administration specializing in Public Policies and Program Administration at the University of the Philippines Diliman, National College of Public Administration and Governance. UP NCPAG is the premier institution in the field of Public Administration, a Center of Excellence in the same field. She is also an Alumna of LPU Manila for PhD in Public Policies and Management.
