This document discusses actor-network theory (ANT) and its application to understanding post-disaster contexts. ANT considers both human and non-human actants as equally important. The document applies ANT concepts to re-examine interview data from three post-disaster areas: Cuba, Haiti, and Victoria. Themes and motivations that emerged included the unintended consequences of food aid and the influence of TV cameras. While ANT allows for a holistic description, questions remain around whether it produces replicable and actionable insights to inform disaster risk reduction policy.

This document summarizes a presentation on building disaster-resilient communities. It notes that while natural disasters in the past year killed 20,000 people and caused $131 billion in economic losses, many nations spend more on disaster relief than risk reduction. For example, in Australia $50 million is spent annually on risk reduction but $560 million on post-disaster recovery. The document advocates for greater investment in risk reduction measures like early warning systems and building codes, which can reduce losses and reliance on disaster spending. It describes an initiative by the Principles for Sustainable Insurance to evaluate risk reduction strategies and work with stakeholders to better manage disaster risks.

This document discusses land degradation and human vulnerability in Anambra State, Nigeria. It finds that Anambra State has the highest concentration of degraded land in the country, with 65% of the nation's gully erosion sites. The degradation is caused by both natural factors like climate and geology as well as human activities like deforestation, farming practices, mining, and poor drainage systems. Over 40% of the state's land area is severely degraded by gullies, with additional land being moderately or mildly affected. The degradation has negatively impacted communities through displacement, property and life losses, farmland losses, and infrastructure destruction. It also discusses traditional methods for controlling erosion and how understanding land degradation can inform disaster risk reduction policy

The document compares the effects of two different types of inspiration cards - structured PLEX cards and unstructured DIXIT cards - on creativity during co-design activities. An experiment was conducted with 39 industrial designers divided into subgroups. They generated ideas for changing habits with and without the card stimuli. The results showed that both card types helped generate more ideas than without cards, supporting the first hypothesis. However, there was no significant difference between the card types, rejecting the second hypothesis. Qualitative analysis found that the cards stimulated discussion, engagement, and openness compared to individual idea generation without cards.

The document discusses emergency preparedness in the supply chain of the chemical industry. It describes BASF Fire Department's program to provide three levels of off-site emergency response assistance to chemical transport accidents. This program operates in multiple countries and regions under different names, with the goal of expanding to Africa. The document also notes that such programs support disaster risk reduction frameworks by developing safety policies, conducting research on transportation risks, and strengthening emergency response training and capabilities in developing nations.

The document discusses the development of a mobile application called SwissEventMap for collecting crowd-sourced information. It identifies six key problem areas in using social media for crisis management: (1) availability of technical systems and infrastructure, (2) economic and social reach, (3) information quality, (4) legal issues, (5) innovation costs, and (6) challenges with institutional adaptation. It argues that context-specific solutions are needed and keys areas to focus on include technology, innovation, finances, and organizational integration of social media with existing systems.

LAMPRE is an EU-funded project that develops innovative solutions for landslide risk reduction and aims to foster scientific knowledge exchange. POLARIS is an Italian website that documents landslide and flood events and their impacts. While LAMPRE targets scientific and business audiences internationally with its research results, POLARIS provides Italian citizens, authorities and media with data and reports on geo-hydrological events domestically. Both projects emphasize effective, audience-appropriate communication to disseminate risk information and support risk management and mitigation efforts.

The document discusses concepts related to ensuring a safe, secure, and sustainable energy supply. It introduces the concepts of risk assessment, resilience management, security of supply, sustainability, and multi-criteria decision analysis. It then presents a case study from the EU SECURE project that used these concepts to evaluate policy scenarios according to various environmental, economic, social, and security indicators. The study found that global climate policy scenarios generally performed best, though they were vulnerable to certain shocks like nuclear accidents or carbon capture failures. Overall policies that reduced fossil fuel use and led to greater diversification of energy sources and imports improved sustainability and security.

GADRI is a global network of over 100 disaster research institutes that aims to enhance disaster risk reduction through knowledge sharing. It holds symposia, workshops, and other events on topics like flash floods, earthquakes, and geohazards. Notable upcoming events include the Third Global Summit of Research Institutes for Disaster Risk Reduction in 2017. GADRI's goals are to establish collaborative research initiatives, form international working groups, and disseminate findings to influence disaster policy.
The document discusses capacity development for disaster risk reduction at the national and local levels. It explores strengths and weaknesses of current DRR capacity development efforts, and presents UNITAR's contribution through a new K4Resilience hub initiative. The initiative aims to strengthen DRR capacity development at national and sub-national levels by transferring knowledge and technology, advocating for positive change, achieving economies of scale in training, and facilitating peer-to-peer learning and mainstreaming of knowledge through strategies at the national and sub-national levels.

The APELL PROCESS
The APELL Process is a tool for communities to address the technological and natural risks and hazards they face.
-APELL first increases the awareness of the community to the local hazards.
-Community-wide response and preparedness capabilities are assessed and matched to these risks in order to identify gaps.
-APELL then focuses on how the community addresses these gaps and creates a continuous cycle of improvements.

Goals and Objectives
•The main goal of the APELL Process is the development of community emergency preparedness plans.
•The objective of this effort is to protect lives and the environment by reducing the occurrence and the potential impacts of technological accidents and preparing for natural hazard events.
•This is achieved by:
–A multi-stakeholder participatory approach involving industry, the communities and local authoritiesis practiced so that all are involved.
–Raising awareness of the risks of technological accidents and natural hazard events that potentially impact the community.
–Working through a structured 10-element process that creates a multi- stakeholder dialogue.

Lessons Learned from Experience
APELL is a coordinated planning process that is adapted by the communityto its needs.
-We have learned that communities aggressively adapt the 10- elements to improve community awareness and preparedness as they perceive those needs.
-We have learned that it is useful in any situation requiring joint planning by multiple stakeholders.
-We have learned that the same people and planning processes are used regardless of whether the risk is a natural hazard or technological accident.

Revisions in the 2ndEdition
-Renewed emphasis on flexibility to fit community needs.
-An emphasis on community-wide preparedness planning rather than only focusing on emergency response.
-Includes an element of accident prevention responsibility.
-Emphasizes coordination between emergency response agencies and community preparedness efforts.
-Emphasizes that all community members are responsible.
-An emphasis on metrics and a process to demonstrate progress.
-A recognition that the process of improving community preparedness applies equally to technological accidents, natural hazard events and “Na-tech” scenarios.

Measuring Success
The Coordinating Group creates the “Vision of Success” for its efforts:
•Using the APELL Process the community works to identify gaps in current preparedness by matching the risks they face and the capabilities they currently possess.
•The community then develops a shared “Vision of Success” through discussion and planning on how to achieve their ideal level of preparednessand then to prioritize and close the current preparedness gaps.
•Progress towards achieving the “Vision of Success” is then demonstrated by measurable results flowing from projects and programmes designed to close the gaps in a meaningful fashion.
