Most magazines use house style now as they don’t want to confuse there readers by changing there front cover every week.

On the four magazines shown they also have the celebrity on the front in front of the text showing that they are important.

But if it wasn't as big of a magazine it may put the readers off as they may not know whether they are reading the same magazine. As you can see the usual background for Rollingstone is white but for special issues they add more of a picture background to give the impression that it is a bigger celebrity.
