The term “Barangay” originated from
“balangay”, a Malay word meaning “sailboat”
At present, however, the term is not
considered as a vessel anymore. Instead it
became a political structure. Formerly called
barrio, is the smallest administrative division
in the Philippines and is the native Filipino
term for a village.
The Barangay was the dominant
organizational pattern among indigenous
communities in the Philippine archipelago.

Every Barangay shall exercise the powers expressly
granted, those necessarily implied as well as powers
necessary, appropriate, or incidental for its efficient and
effective governance, and those which are essential to
the promotion of the general welfare. Within their
respective territorial jurisdictions, barangays shall ensure
and support, among other things, the preservation and
enrichment of culture, promote health and safety,
enhance the right of the people to a balance ecology,
encourage and support the development of appropriate
and self-reliant scientific and technological capabilities,
improve public morals, enhance economic prosperity
and social justice, promote full employment among their
residents, maintain peace and order, and preserve the
comfort and convenience of their inhabitants.

CONSTITUTIONAL PROVISION ON LOCAL
AUTONOMY:
The 1987 Philippine Constitution states that, " Congress
shall enact a Local Government Code which shall
provide for a more responsive and accountable local
government stracture, instituted through a system of
decentralization, with effective mechanism of recall,
initiative and referendum and allocate among the
different LGUs their powers, responsibilities and
resources and provide for the qualifications, election,
appointment and removal, term, salaries, powers and
functions and duties local officials, and all other
matters relating to the organization and operation of
the local units. It further says that the territorial and
political subdivision shall enjoy local autonomy.

LOCAL GOVERNMENT CODE PROVISION:
It is the policy of the state that the territorial and
political subdivisions of the state shall enjoy genuine
and meaningful local autonomy to enable them to
attain their fullest development as communities and
make them more effective partners in the attainment
of national goals.
Toward this end, the State shall provide for a more
responsive and accountable local government
structure instituted through a system of
decentralization whereby LGUs shall be given more
powers, authority, responsibilities, and resources. The
process of decentralization shall proceed from the
national government to the LGUs

The SANGUNIANG BARANGAY known commonly
as the Barangay Council, and formerly as the Rural
Council and then the Barrio Council, is the legislative
body of a barangay, the lowest elected government
in the Philippines. The term is coined from the
Tagalog words "sanggunian" and "baranggay" which
means "barangay advisory council".

(1) It passes ordinances and resolutions for the
effective administration of the barangay

discharge the responsibilities conferred upon
it by law or ordinance and to promote the
general welfare of the inhabitants therein;

(2) Provide for the construction and maintenance of
Barangay facilities and other public works projects
chargeable to the general fund of the Barangay or
such other funds actually available for the purpose.
(3) Submit to the Sangguniang Panlungsod or
Sangguniang Bayan: suggestions or
recommendations for the improvement of the
Barangay or for the welfare of the inhabitants
thereof.
(4) Assist in the establishment, organization, and
promotion of: Cooperative enterprises (that will
improve the economic condition and well−being of
the residents).

(5) Regulate the use of: multi−purpose halls multi− purpose
pavements grain or copra dryers patios and other
post−harvest facilities, Barangay waterworks Barangay
markets, Parking areas or other similar facilities
(constructed with government funds within the jurisdiction
of the Barangay and charge reasonable fees for the use
thereof)
(6) Solicit or accept: monies, materials voluntary labor
grants−in−aid, subsidies, contributions, and revenues
made available to the Barangays from national, provincial,
city or municipal funds; and monies from other private
agencies and individuals: Provided, however, That monies
or properties donated by private agencies and individuals
for specific purposes shall accrue to the Barangay as trust
fund;

(7) Provide compensation, reasonable allowances or
per diems travel expenses for Sangguniang Barangay
members and other Barangay officials.
(8) Hold fund−raising activities - no need of securing
permits from any national or local office or agency -
tax−exempt - and shall accrue to the general fund
(9) Authorize the Punong Barangay to enter into
contracts in behalf of the Barangay Authorize the

amount not exceeding One thousand pesos

community service units as may be necessary;

Adopt measures to prevent and control the proliferation of
squatters and mendicants in the Barangay;
Organize regular lectures, programs, or fora on community
problems such as sanitation, nutrition, literacy, and drug
abuse, and convene assemblies to encourage citizen
participation in government;
Provide for the proper development and welfare of children in
the Barangay by promoting and supporting activities for the
protection and total development of children, particularly
those below seven (7) years of age;
Adopt measures towards the prevention and eradication of
drug abuse, child abuse, and juvenile delinquency;
other duties and functions as the Punong Barangay may
delegate;

sanitation, beautification, and solid waste collection;

KATARUNGANG PAMBARANGAY
is the official term for the barangay justice system. It is the
Philippine version of the neighborhood conciliation and
arbitration system

2. Not all cases go to the Katarungang Pambarangay.

The Lupong Tagapamayapa is NOT a court.

The Punong Barangay, as the chief executive of the
barangay, is mandated to exercise powers and
perform duties and functions necessary to promote
the general welfare of the barangay and its
inhabitants (Sec 389, LGC 1991)
Pursuant to Section 16 of the Code, Punong Barangay
shall:
1. Applicable laws and ordinances
2. Negotiate, enter into, and sign contracts
3. Maintain public order
4. Call and preside over the sessions.
5. Appoint or replace appointive barangay officials;
6. Organizing and leading an emergency group.

Call and preside over all meetings of SK;
Implement policies, programs and projects for the youth;
Exercise General supervision over the affairs and activities of
the SK;
BARANGAY ASSEMBLY
The barangay assembly shall be composed of all persons
who are actually residents of the barangay for at least six
months , who are fifteen years of age and over, duly
registered in the list of barangay assembly members kept by
the barangay secretary.
It is to meet at least twice a year to hear and discuss the
semestral report of the Sangguniang Barangay concerning
its activities and finances.
