Carl D. Perkins Career and Technical
Education Act of 2006
President Bush signed the Perkins Act
into law on August 12, 2006. The
new Act will provide an increased
focus on the academic achievement
of career and technical education
students, strengthen the
connections between secondary
and postsecondary education, and
improve state and local
accountability.
Investing in America's Future: A Blueprint
for Transforming Career and Technical
Education includes key changes from
the current Perkins Act and highlights
the Obama administration's proposal
for reauthorization that will usher in a
new era of rigorous, relevant and
results-driven CTE shaped by four core
principles—
Alignment, Collaboration, Accountabilit
y and Innovation.
Effective ALIGNMENT between
CTE and labor market needs to
equip students with 21st-
century skills and prepare
them for in-demand
occupations in high-growth
industry sectors
Strong COLLABORATION among
secondary and postsecondary

  • #13: To support the development and implementation of high-tech, high-wage Career Academies, Career Majors or relevant activities that support and align with local, state, and national industry existing and emerging workforce needs. The Career Academies, Career Majors or relevant activities should embrace rigorous academic and technical learning activities. $50,000
  • #14: To support school improvement initiatives aimed at the development and implementation of Summer Bridge Programs to help entering ninth-grade students who need additional instruction to succeed in high school.$25,000
  • #15: Tech-Now classes for students with varying types of disabilities to explore careers in science, technology, engineering, and mathematics (STEM). Tech-Now, Inc. is an organization whose purpose is to implement statewide High School/High Tech (HS/HT) programs.$15,000

It also assesses the impact of student participation in career and technical education programs of study that link secondary and postsecondary education, combining academic and career and technical education in a structured sequence of courses, offering students opportunities to earn postsecondary credits for courses taken in high school and leading to a postsecondary credential, certificate or degree as outlined in the Rigorous Programs of Study Design Framework.
