This document outlines the worst practices that can occur during Section 106 and NEPA reviews including: lack of public notice, transparency, and communication; inadequate equipment or setup for teleconferences; providing too much information in paper format which can hide important details; creating environments that exclude certain groups; secret negotiations between parties; political pressure on historic preservation offices; dishonest actions between involved parties; crocodile tears tactics; inadequate tribal consultations; giving special privileges to certain participants; ultimatums on outcomes; document destruction of outcomes; focusing on small victories without consideration of larger impacts; statewide agreements with little public consultation.
