3. COVERAGE
This policy shall cover:
●81 Provincial ADACs, 146 City ADACs,
and 1,488 Municipal ADACs which shall
be subjected to the performance audit.

11. PHASE 2: AUDIT PHASE
The concerned DILG
Office shall convene
the APT, and ART to
conduct the audit
process.
The APT and ART shall
conduct the audit,
through ADAC-FMS,
based on MOVs
submitted/uploaded by
the LGU ADAC Focal
Persons.
After the conduct of the
audit, the APT and ART
shall generate the audit
report with
communicating results
through the ADAC-FMS, &
have it signed by the
members of the audit
team prior to re-
uploading the same.
12. All Provincial and
Regional reports
submitted to ANT
through the
PADS-PMO shall
be treated as
valid and final.
PADS-PMO shall
consolidate the
submitted reports
and endorse to ANT
in preparation for
the calibration, &
finalization of audit
results
PHASE 3: SUBMISSION OF AUDIT RESULTS
All Audit teams shall
submit their audit
reports in electronic
copy

or similar activities with

Adjectival Rating of Functionality – The adjectival rating of ADAC performance and
functionality are as follows:

51-84 Moderate Functional
50 and below Low Functional
17. ELIGIBILITY
● An ADAC may only be eligible for
awards if it garners an overall
performance score in the
functionality audit of 100
points (High Functional).
● The LGU should not have any
seriously affected barangays
● The LGU will undergo a test of
integrity
18. ASSESSMENT PROCESS
● The ADAC National Audit Team (ANT) shall be
convened to conduct the awarding assessment
for purposes of awards.
● The ANT shall use the National Report Form
(NRF) for the assessment process.
● The ANT shall use the data of the PDEA (Drug
Clearing and Drug Affectation) and the DILG -
NBOO (BADAC Functionality).
19. IDENTIFICATION OF
PASSING RATE AND
AWARDEES
Based on the awarding criteria, ADACs
who garnered 80 points during the
assessment process shall be recognized
and awarded.
A final list of all best and effective
ADACs shall be prepared based on the
awarding criteria. Said list, shall be
endorsed to the SILG for presentation,
and approval.

RESULTS
20. AWARDING
An awarding ceremony shall be scheduled and conducted to recognize
and incentivize the best performing or most effective / outstanding
ADACs.
