PERFORMANCE AUDIT
PURPOSE
Assess functionality and effectiveness of local ADACs
Determine ADAC-initiated and/or -endorsed innovations and
best practices at all levels
Create an evaluation and assessment platform
Recognize the best, effective, and performing ADACs
COVERAGE
This policy shall cover:
●81 Provincial ADACs, 146 City ADACs,
and 1,488 Municipal ADACs which shall
be subjected to the performance audit.

ADAC Provincial Audit Teams

PREREQUISITES: AUDIT MECHANISM

Highly Urbanized Cities and
Independent Component

Team (ANT)
Shall conduct national
calibration and finalization
of results

LGU ADAC Focal

document containing
an Attestation
PHASE 1: DATA GATHERING AND UPLOADING PHASE
LCE to endorse the same
back to the LGU ADAC
focal persons for
encoding and uploading
in the ADAC- FMS.
Attestation executed by
the LCE should also be
uploaded
After uploading, e-
copies of all MOVs
shall be submitted
to the concerned
audit teams for the
process of
assessment
PHASE 2: AUDIT PHASE
The concerned DILG
Office shall convene
the APT, and ART to
conduct the audit
process.
The APT and ART shall
conduct the audit,
through ADAC-FMS,
based on MOVs
submitted/uploaded by
the LGU ADAC Focal
Persons.
After the conduct of the
audit, the APT and ART
shall generate the audit
report with
communicating results
through the ADAC-FMS, &
have it signed by the
members of the audit
team prior to re-
uploading the same.
All Provincial and
Regional reports
submitted to ANT
through the
PADS-PMO shall
be treated as
valid and final.
PADS-PMO shall
consolidate the
submitted reports
and endorse to ANT
in preparation for
the calibration, &
finalization of audit
results
PHASE 3: SUBMISSION OF AUDIT RESULTS
All Audit teams shall
submit their audit
reports in electronic
copy
PHASE 4: AUDIT RESULTS CALIBRATION & FINALIZATION
Convening of the
ANT to conduct
the calibration
and finalization
of audit results
PADS-PMO shall
generate the
National
Reporting Form
(NRF) using the
ADAC-FMS
NRF shall be
presented to SILG,
and once approved,
shall be declared as
valid and final
PHASE 5: PRESENTATION OF FUNCTIONAL AND
NON-FUNCTIONAL ADACS
ART and APT may opt to
conduct exit conferences
or similar activities with
their respective Local
Government Units to
discuss the results of the
performance audit
PHASE 5: PRESENTATION OF FUNCTIONAL AND
NON-FUNCTIONAL ADACS
Adjectival Rating of Functionality – The adjectival rating of ADAC performance and
functionality are as follows:
Audit Score Adjectival Rating
85-100 High Functional
51-84 Moderate Functional
50 and below Low Functional
RECOGNITION AND AWARDS
ELIGIBILITY
● An ADAC may only be eligible for
awards if it garners an overall
performance score in the
functionality audit of 100
points (High Functional).
● The LGU should not have any
seriously affected barangays
● The LGU will undergo a test of
integrity
ASSESSMENT PROCESS
● The ADAC National Audit Team (ANT) shall be
convened to conduct the awarding assessment
for purposes of awards.
● The ANT shall use the National Report Form
(NRF) for the assessment process.
● The ANT shall use the data of the PDEA (Drug
Clearing and Drug Affectation) and the DILG -
NBOO (BADAC Functionality).
IDENTIFICATION OF
PASSING RATE AND
AWARDEES
Based on the awarding criteria, ADACs
who garnered 80 points during the
assessment process shall be recognized
and awarded.
A final list of all best and effective
ADACs shall be prepared based on the
awarding criteria. Said list, shall be
endorsed to the SILG for presentation,
and approval.
PRESENTATION OF
RESULTS
AWARDING
An awarding ceremony shall be scheduled and conducted to recognize
and incentivize the best performing or most effective / outstanding
ADACs.

  • 12. All Provincial and Regional reports submitted to ANT through the PADS-PMO shall be treated as valid and final. PADS-PMO shall consolidate the submitted reports and endorse to ANT in preparation for the calibration, & finalization of audit results PHASE 3: SUBMISSION OF AUDIT RESULTS All Audit teams shall submit their audit reports in electronic copy
