I N T R O D U C T I O N
• BIS is the National Standard Body of India established under the BIS Act 2016 for
the harmonious development of the activities of standardization, marking and
quality certification of goods and for matters connected therewith or incidental
thereto BIS has been providing traceable and tangible benefits to the national
economy in a number of ways – providing safe reliable quality goods; minimizing
health hazards to consumers; promoting exports and imports substitute; control
over proliferation of varieties etc. through standardization, certification and testing.

• To set up the BIS or Bureau of Indian Standards as the
National Standards Body of India
• Inclusion of goods, services and systems apart from
articles and processes under the standardisation regime
• Enabling GoI to bring mandatary certifications regime such
as article process or service considered vital from
viewpoint of health, safety, environment, prevention of
deceptive practices, establishment of peace and security
and so forth
• This will assist consumers to receive ISI certified products
and prevent import of below par products
• There will be multiple types of simplified conformity
assessment schemes such as SDOC/ Self Declaration of
Conformity against any standard to give multiple simplified
options to manufacturers for standards adherence and
certificate of conformity for improving the ease of doing
business
• Enable the Centre to appoint any authority alongside BIS
for verifying conformity of products and services to a
standard and issue certificate of conformity
• Enabling GoI to implement
mandatory hallmarking of precious
metal articles
• Boosting penal provisions for
better and more effective
compliance and compounding of
offence for violations
• Providing recall, including product
liability of products associated with
the Standard Mark yet not
conforming to relevant Indian
Standards
• Repeal of the BIS Act 1986

Product Certification Scheme – Applicable for
tangible products; with some products classified
under compulsory certification.
System Certification Scheme – Applicable for
systems/ process
Foreign Manufacturers Certification Scheme -
Applicable for foreign manufacturers who are
engaged in the sale of their products in India.
Hallmarking – Applicable for articles made from
precious metals like gold and silver
ECO Mark Scheme – Applicable for products
affecting or related to the environment

C E R T I F I C AT I O N
• The Product Certification Scheme of BIS aims at providing
Third Party Guarantee of quality, safety and reliability of
products to the customer
• Product Certifications are to be obtained voluntarily
• Presence of ISI certification mark, known as Standard
Mark, on a product is an assurance of conformity to the
specifications
• The manufacturer is permitted to self certify the licenced
products after ascertaining its conformity to the Standard

In order to safeguard the interest of consumers against
spurious marking/misuse of ISI mark, penal provision exists
in BIS Act 2016 under section 33 , as per which any person
who contravenes the provisions of Section 11, Section 12,
Section 14 or Section 15 shall be punishable with
imprisonment for a term which may extend upto one year or
with a fine which may extend upto Rs. 50,000 or with both

•Bureau of Indian Standards (BIS) has been operating
a Foreign Manufacturers Certification Scheme (FMCS)
since the year 2000 under BIS Act, 2016 and Rules &
Regulations framed there under.
•Under FMCS, licence is granted to a Foreign
Manufacturer for use of Standard Mark on a product
that conforms to an Indian Standard..
•The Scheme is applicable for grant of licence for
all products except Electronics & IT Goods notified by
MeitY
•The licence is granted by Foreign Manufacturers
Certification Department (FMCD) located at BIS
Headquarters, New Delhi.
H A L L M A R K I N G
Hallmarking is the accurate determination and
official recording of the proportionate content
of precious metal in precious metal articles
Hallmarks are thus official marks used in
many countries as a guarantee of purity or
fineness of precious metal articles
The BIS Hallmarking Scheme has been
aligned with International criteria on
hallmarking
The recognition of an Assaying and
Hallmarking Centre is done against IS 15820

S C H E M E
• The Government of India has instituted a scheme for labeling of
environment friendly products to be known as ECO Mark. The
scheme is being administered by the Bureau of Indian Standards.
The Ecomark Scheme covers various product categories like
Soaps and Detergents, Paints, Food Items, lubricating oils,
Packaging materials/Package, Architectural Paints and Powder
Coatings, Batteries, Electrical and electronic goods, Food
Additives, Wood Substitutes, Cosmetics, Aerosols and
Propellants, Plastic Products, Textiles, Fire-extinguisher, Leather
and Coir & Coir Products.

S E R V I C E S
• To protect consumer’s interest , BIS
operates various conformity assessment
schemes. Under these schemes, BIS grants
licenses/registrations to such manufacturers
who are capable of producing goods
conforming to relevant Indian Standards, on
continuous basis. To support these scheme,
which requires testing of products on regular
basis for checking conformity to the relevant
Indian Standards, BIS has established a
network of eight laboratories.

S C H E M E
• Mandatory certification scheme is bifurcated
into ISI (Indian Standards Institute) Mark
Scheme and Compulsory Certification Scheme
(collectively referred to as 'Standard Mark'). ISI
Mark Scheme is applicable for products such
as cement, electrical appliances, baby food,
etc. and Compulsory Certification is required
mostly for IT/ electronic products. For
procurement of the BIS certificate, the
manufacturer has to ensure that the product is
in compliance with the 'Indian Standard'.
