- 32. Capacity and tax • We support the provision of additional runway capacity in the South East and welcome the Interim Report from Sir Howard Davies. Regional airports can play an increasing role, but they are not an alternative to South East capacity • We strongly support the retention of a world class hub in the UK and believe Heathrow is the best and most viable option. The charges issue needs to be addressed and part of the extra capacity should be ring-fenced for regional services • We welcome the announcements on APD in the Budget, but there is more work to do
