Summary;
In this paper the writer used the term Sword having double edges for quality education in Pakistan. First
edge indicates the access of education and another edge refers the Quality Education. In this paper also
the role of Community Organizations are highlighted that how it positively effects the Motivations of
teachers in the rustic areas of Pakistan.
In this paper the context of research shows the benefits of decentralized local governance and the
policies of global educations. Then another context explained the visions of banks which is the
decentralized system of education in Pakistan. In this case study different initiatives are discussed such
as Punjab rural support programs and community organizations. The relation is with Punjab Rural
Support Program and Community Schools. In this paper, for field base investigation the participatory
approaches were used.
In this paper, the Focus groups were Teachers, VEC Members (village education committee), interviews
with individual teachers, individual interviews with PRSP-M (Punjab Rural Support Program), language
and interpretations.There were some theoretical issuesbeingfacedinthispaper.
Then on the next head of this paper the discussion on the major findings is done.
The major findings were Salary, Training, Monitoring and Accountability. Salary was finding that how it
motivates the Teachers to give admirable output in term of quality education.
Same are the case with training, that how efficient training you will give then you will get the same
standard output. Through training teachers can bring the advancement in education. They can also get
good experiences from such productive trainings. Then the monitoring and accountability can be helpful
in term that how teachers perform in schools. Either they are punctual or not. There should be
monitoring of discipline in schools and pupils, cleanliness of schools and pupils.
In this paper the accountability is also discussed as a major factor which can motivates the teachers to
give productive output (quality education). The accountability can be of these types such as; attendance
of teachers and pupils, collections of a fee, school expenditures and the most important that how they
utilize the schools assets. If the accountability influence teachers to utilize school resources efficiently
thenthe accountabilityis effective.
The conclusion of this paper is that this is not the only responsibility of Govt. of Pakistan to enforce the
accountability. There should be community governance for enhancing the quality education in schools.
Good incentives and better training can motivates the teachers and through mentioned findings, govt.
can upliftthe qualityeducation.
