ERA-NET Cofund CCS
UK-Canada-Norway meeting
CO2 capture research 17-18 March 2015
Ragnhild Rønneberg rr@rcn.no
Time to ACT
 The scientific evidence on climate
change compiled by the IPCC 5th
report has been acknowledged
and welcomed by the European
Commission (EC)
 This report brings together the scientific
literature on climate change – and leaves
policymakers without doubt.
 «The time to act is now» said Miguel Arias Cañete
(EU Climate Action and Energy Commissioner)
when he commented the 5th report (Nov 2014)
ERA-NET Cofund CCS
under Horizon 2020
 Low Carbon Technologies
 “It is important to develop and bring to market
affordable, cost-effective and resource-efficient
technology solutions to decarbonise the energy system
in a sustainable way, secure energy supply and
complete the energy internal market.
 Call: Competitive low-carbon energy
 Our respons to this is: ACT
 Accelerating CCS technologies as a new low-carbon
energy vector
 Several MS in a consortium (ministries/funding
agencies) that establish one or several common calls
with top up financing from EC
 EC finances 50% of the MS total budget
 Focus on demonstrating and validating solutions.
What is an ERA-NET Cofund
4
ACT:
Emphasis will be placed on
pre-commercial CCS
technologies and
solutions aimed at
accelerating the move
towards commercialisation
and competitive deployment
Thematic priorities
 CO2 capture and compression
 Joint use of existing capture pilots (creating synergy)
 Actions on capture technologies emphasising operational flexibility and
cost effectivity
 CCS targeting industrial sector and gas processing plants
 CO2 transport
 Infrastructure components for transport within Europe /trans border
issues
 Subsea-completed transport systems
 Spectrum of impurities
 CO2 storage
 Pan-European storage in different geological settings
 Well-design, injection precedures, validation, monitoring,
 Offshore storage infrastructure -> North Sea basin
 Verification of storage potential

• Canada is highly welcome to join ACT
Lessons learned from this meeting 17-18. March
 Canada
 has done it, showed it works; in Boundry Dam and other
places/projects
 Approach: Learning–from-doing
 UK
 has great interest and plans in fulfilling the CCS work.
Petershead and White Rose.
 Approach: policy, incentives (“Carbon funds”) and jobs
 Norway
 has very few big domestic emitters, but
 has technology available (TCM/Aker Solutions etc.)
 has possible storage sites (European CO2 -> North Sea Basin)
 Approach: R&D, full scale CCS by 2020, international
cooperation – invest abroad
Status
 A draft proposal exists
 Need to re-focusing from
technology oriented draft to a
proposal describing the impact of
the common call
 The consortium has agreed
on the way forward
 WPs and Tasks
 Milestones
 Budget – not yet in box !
 Excellent dialog with advisors
at DG research/EC
 Highlights storage
Challenges
 Commitment from MS
 Writing a good proposal to EC
 Excellence, concept and ambitions
 Impact and measures
 Implementation: project plan,
structure and procedures
 Thematic priorities
 Getting industry interested
 Resource demanding process
IMPACTS – specified
1. the acceleration of affordable cost-effective
and resource-efficient technology solutions to
2. decarbonise the energy system in a sustainable
way
3. secure energy supply and
4. complete the energy internal market
5. reduction of the environmental footprint
6. the energy payback time
7. strengthening the European industrial technology
base, thereby
8. creating growth and jobs in Europe
9. achieving the critical mass
< 2°C
After the proposal to EC, May 5th 2015
 8-9 months evaluation of the proposal
 Spring 2016 – transnational call
 The national institutions must be prepared
 2 step evaluation
 Screening
 International competion
 Selection of 3-4 projects
 Norway to hold a grip on the evaluation from Norwegian
institutions, Germany on the German institutions etc.
 Given a positive outcome – the project start 2016/2017
and last 3-4 years. Final report latest in year 5.
Thank you for your attention !
The Commission's proposal for a 2030 climate and
energy policy framework acknowledges the role of CCS
in reaching the EU's long-term emissions reduction goal
