Presentation of the results of the study on the harmonisation of practices in e-Trade, e-Logistics and Digital Transport Corridors areas between the European Union and the Eastern Partnership countries. Presentation conducted to the European Commission Directorates in Brussels, Belgium on May 16, 2018. The cross-country study report on the Harmonisation of the Digital Markets (HDM) in the Eastern Partnership is produced by the project ‘Short term high-quality studies to support activities under the Eastern Partnership – HiQSTEP, EuropeAid/132574/C/SER/Multi’, carried out by an international consortium under the management of Kantor Management Consultants. The study was implemented in 2017-2018 by a team under the leadership of Vladimir Abramytchev (Study Team Leader, Electronic Trade), and composed of a senior international expert Vytautas Vitkauskas (Electronic Logistics, Digital Transport Corridors), and national experts Vahan Hovsepyan (Armenia), Tofig Babayev (Azerbaijan), Sergey Yenin (Belarus), Eka Katamadze (Georgia), Eugeniu Hristev (Moldova) and Oleksandr Fedorov (Ukraine). Valery Virkovski (EU4Digital: eTrade Network Coordinator) and Paulius Valiulis provided their contribution to the study report. Overall supervision was carried out by Przemysław Musiałkowski, Team Leader of the HiQSTEP Project. Administrative management was provided by Vassilis Kopanas (DG CONNECT), Francesco Nicoletti and Viola Calabrese (DG NEAR) .

This is the deck from my talk at SEMANTiCS 2021 in Amsterdam, within the Workshop on Rethinking Asset Information Management. --- The European Interoperability Framework (EIF) identifies four levels of interoperability, two of which are semantic and technical interoperability. Technical interoperability in the context of EIF is that between digital services. In the transport domain, however, the main need is for technical interoperability between physical assets. And it is crucial for safety. The role of semantic interoperability is also somewhat different. It doesn't enter as an upper layer but as enabler. The first Linked Data pilot at the EU Agency for Railways addressed a problem of interoperability between physical assets – track and trains – by increasing the interoperability of their datasets. And while many Linked Data projects focus on the backend and publication, this one delivered a full-stack solution in a very short time that convinced the board to adopt Linked Data as the default paradigm for data management.

The report emphasizes that coherent economic and social policies as well as targeted programmes are needed to achieve MDG objectives and refers to good practices in a number of UNECE countries, including Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Hungary, Kazakhstan, Kyrgyzstan, Montenegro, Poland, Republic of Moldova, Russian Federation, Serbia, Tajikistan, The former Yugoslav Republic of Macedonia, Turkey and Ukraine. The report also highlights a number of human development challenges which are specific to countries with transition economies. They include rising inequalities, setbacks in social protection, comparatively low male life expectancy and unprecedented migration flows. Moreover, the newly independent States emerging from the former Soviet Union and Yugoslavia have encountered additional problems of nation-building and for many of them this has been accompanied by regional tensions or large-scale conflicts, affecting deeply the human capital and cohesiveness of their societies. A characteristic of the Eastern part of the pan-European region is the discrepancy between the seriousness of these problems and the governance capacity to address them. Pursuing actively institutional reforms according to the principles of a participatory political and social system, and a market economy therefore constitutes an overall challenge for most of these countries. Information Systems used in the framework of the TIR Convention : ITDBonline+José Ferreiro

ITDB (International TIR Data Bank) was established by the TIR secretariat in 1999 in accordance with the Terms of Reference of the TIRExB established by the TIR Administrative Committee. The ITDB is an international repository containing information concerning all persons authorized by Contracting Parties to use the TIR procedure. In line with Annex 9, Part II of the TIR Convention, the UNECE/TIR secretariat maintains the ITDB and insures that all Contracting Parties can access it and can control the contact information of TIR Transporters and their status (approval, and eventually withdrawal or end of activity and exclusion). The main aim of the ITDBonline+ web site is to foster the exchange of intelligence and other information among competent authorities of Contracting Parties and national associations and it serves the purpose of one of the five pillars of the TIR Convention: the controlled access to the TIR System. ITDB (Base de données internationale TIR) a été établie par le secrétariat TIR en 1999 en conformité avec les termes de référence de la Commission de contrôle établi par le Comité de gestion TIR. L'ITDB est un référentiel international contenant des informations concernant toutes les personnes autorisées par les Parties contractantes à utiliser la procédure TIR.
